Just so I can be sure, does Waste Connections want these sites to be permitted under 1 COC? If so, I will return the application and check just sent in for the Hauling Facility and we can work to update the currently Transfer Station application to reflect both sites. No,the Hauling facility does not have coverage.The NOI application was sent on 8/21/2023. 2. Will the legally responsible official listed on the Transfer Facility application (Joshua Smaltz) be the same as the Hauling Facility? a. Yes,Josh Smaltz is the responsible official listed for both Monroe facilities. 3. How far of a distance are the two sites from each other? a. Hi Brittany, Here are the following responses to your questions for Transfer Facility: 1. Will this site be doing any vehicle maintenance?NCG08 defines vehicle maintenance as vehicle rehabilitation, mechanical repairs, washing,sanding,painting,fueling, lubrication, and vehicle cleaning operations. Vehicle maintenance conducted at the facility includes lubrication,washing and cleaning. Occasionally, if equipment fails,the equipment is repaired on-site. The facility equipment is typically transported to our nearby site, 4 Monroe Hauling,for maintenance and fueling. However,the Monroe Hauling garbage trucks are washed and cleaned on-site at Monroe Transfer. Lubricants are kept on-site for the equipment to be used as needed. 2. Will vehicles be stored overnight at this site?Yes,transport vehicles(e.g.,tractor trailers)and equipment(e.g., front-end loaders)are stored on site. In general, the operations at the facility are essentially transportation in nature. The operations consist of garbage truck traffic bringing MSW to the transfer station (the transfer station operations is all under roof) and then the MSW is pushed into tractor trailers for transport to the landfill. The transport trailers are sealed and stored either under roof or under cover. The main activity is transportation and use of vehicles and equipment. The Hauling facility, which is across the street from the Transfer facility, is where the trucks get serviced and fueled as there is a maintenance shop there.The transferring of MSW does not happen at the Hauling Facility. Good morning Brittany, After an NOI inspection was conducted by DEQ at one of the Waste Connections Monroe facilities, the inspector advised the Waste Connections team to look into a single permit for both of their Monroe facilities (they are across the street from each other). I have not seen a permit like this before and was wondering if you had any guidance on this situation.
