MEMORANDUM:
TO: Doug Huggett, DCM Major Permit Coordinator
FROM: Shane Staples, DCM Fisheries Resource Specialist
SUBJECT: David Knoch
DATE: August 4, 2015
A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed the
subject permit application for proposed actions that impact fish and fish habitats. The applicant is
proposing to develop an approximately 20 acres lot along the shore of the Pungo River and construct
shoreline protections. The development of the lot includes an access road through wooded 404
wetlands, a single family residence to be constructed on uplands, a wooden bridge over coastal
wetlands, a gravel boat ramp with access road, and shoreline protection to include both shoreline
placed rip -rap and an offshore rip -rap sill.
While DCM fisheries does not have concerns that this project will cause significant adverse impacts the
location of the boat ramp in less than 2ft of water, according the provided platt, could lead to prop kick
should a larger boat be launched from this facility. Were boats larger than small skiffs or kayaks to be
launched here extending the ramp into deeper water would be recommended.
Contact Shane Staples at (252) 948 -3950 or shane.staoles@ncdenr.xov with further questions or
concerns.
