I Michael Glass certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible parry. Signature of this

A. DESCRIPTION OF PROJECT
Location of Project
Randolph County is located in central North Carolina. The project area is generally bounded to the west by
Interstate 74 and to the north by Randleman Lake and to the east by Randolph Street within the city limits
of Randleman. The project's general topography is gradual slopes throughout the project. The project area
is generally along roadsides with ditches sloping between 0-5 percent. Manmade drainage features such as
swales and roadside ditches collect and route the majority of runoff.
The majority of the land and soil disturbance will result from trench excavation and backfill associated with
the project. The installation and construction will take place within NCDOT right-of-way, City of Randleman
right-of-way, permanent utility easements and temporary construction easements. The vast majority of this
work is within the road shoulder, outside of pavement, in road right-of-way.

Existing Drainage Patterns
There is no base flood elevation within the construction areas.
Geological features for the project area are typical of the North Carolina piedmont region with gently rolling
well-rounded hills with long low ridges mostly draining into intermittent streams. The specific topography
within the project area mostly consists of sloped asphalt roads with roadside ditches, gradual elevation
changes on roads leading to roadside ditches or natural drainage features. The majority of the project area
does not have major elevation changes or steep grades.
B. EROSION AND SEDIMENTATION CONTROL MEASURES
Construction activities will consist largely of trenching operations on the side of the right-of-way for the
instillation of the sewer lines. The Gravity sewer line will be installed through an undeveloped property.
A copy of the latest approved sediment and erosion control plan will be required to be on file at
the job site. Timely and proper attention shall be required for prevention of offsite erosion and
sedimentation. Various levels of erosion control are proposed in the engineering documents. If it
becomes evident that additional erosion and sedimentation control measures are needed they
shall be installed immediately by the contractor. A temporary cover sufficient to restrain erosion
will be provided within the 7 calendar days on any slope and 14 calendar days on any other
disturbed area. A permanent ground cover, sufficient to restrain erosion, must be provided within
the shortest of 15 working or 90 calendar days after completion of the construction or
development.
2. Spoil from trenching operations will be placed on the upside of the trench to divert runoff. Spoil
will not to be placed where it will block natural drainage patterns, and spoil pile will be protected
by silt fencing as needed.
3. A buffer zone, sufficient to restrain sedimentation, will be maintained between the land -
disturbing activity and any adjacent property or watercourses. Maintain / Do Not Disturb existing
vegetative cover in areas of no construction.
4. All disturbed areas will be seeded within 14 days following construction in accordance with the
seeding schedule as shown on the plans. Ditches must be seeded and mulched within 7 days. We
have attached the seeding and mulching specifications to this document which gives the rates for
fertilizer, tack, seeding and mulch.
5. Temporary sediment control primarily will consist of temporary ditch checks, silt fence, and inlet
protection which will be placed along the existing roadside ditches and drainage inlets. The ditch
checks (wattles) shall be a maximum of 150 LF apart and the volume of storage shall accommodate
this sediment as shown on the engineering documents.
6. Silt fence will be utilized to prevent sediment from being carried outside the construction limits
and deposited into adjacent drainage ways. Silt fence is designed for 100 ft per maximum % acre
disturbed area. At low points along the length of the silt fence, stone or coir outlets will be installed
to allow the controlled release of stormwater. Sediment collected behind the silt fence and stone
outlets will be re -spread over the disturbed area periodically.
7. In locations where the ditch bottom is anticipated to be disturbed, erosion control matting is
shown on the drawings based on calculations shown in the ditch calculation table included in the
design calculations. In the location of ditch crossings, rip rap is to be placed at the opening of the
storm drainage pipe to prevent erosion of the disturbed soil for the pipeline crossing.
8. If the contractor chooses to place any of the material on the adjacent roadway, pending NCDOT
concurrence, the contractor will place screening over the roadway surface prior to beginning the
operations to assist in cleaning up the roadways daily after construction.
C. TIME SEQUENCE OF OPERATIONS
Construction is anticipated to begin in late 2023. Permits and easements are being secured now
and once the project is awarded, construction will be able to start. The contractor will be
contractually required to comply with all state regulations regarding erosion and sedimentation
control. Once the sediment and erosion control measures are in place, the contractor will begin
installing the sewer lines associated with this project. The contractor shall complete all
construction within the easements and rights -of- ways as shown on the plans. All utilities must
be checked and tested and any areas that can be seeded should be done as soon as possible.

once the subsurface infrastructure is complete and tested in a section, the contractor will finish
surface restoration of remaining areas. In areas where the trench line is within the bottom of a
ditch, erosion control matting and/or compost sock ditch checks shall be used to stabilize the soil.
All erosion control devices will remain in service until the area serviced by each device or group
of devices has been stabilized.
The erosion and sediment control measures will be inspected by the contractor weekly and after
any rainfall event. Self -inspections will be performed in accordance with NCDEQ guidelines and at
the completion of each of the following phases of construction:
- Installation of erosion control and sediment control measures prior to disturbance and
clearing and grubbing
- After clearing and grubbing
- After installation of proposed improvements
- After establishment of permanent ground cover and approval of DEQ, temporary devices
will be removed.
Repairs shall be made immediately to the sediment and erosion control measures as needed
during the project.
