Removal of temporary soil erosion control devices after stabilization of disturbed areas. D. Temporary grassing for soil erosion control. 1.02 QUALITY ASSURANCE A. After installing the soil erosion control devices as called for in these documents, the Operator shall ensure that all reasonable measures possible have been taken to prevent the siltation of nearby water courses. Should the Operator believe additional measures are necessary, the Engineer shall be notified immediately. If rain is predicted before the Engineer can be notified, the Operator shall take measures as it deems necessary to prevent the siltation of nearby water courses. B. . The erosion and sediment control shall conform with the North Carolina Sedimentation Pollution Act of 1973, as amended, and the "Erosion and Sediment Control Planning and Design Manual ". PART 2 PRODUCTS 2.01 SILT FENCE Silt fence posts and filter fabric shall be in accordance with the "Erosion and Sediment Control Planning and Design Manual" in North Carolina. (See detail on Sheet No. 3 of 3) 2.02 MULCH FOR EROSION CONTROL Mulch for erosion control shall consist of grain straw or other acceptable material, and shall be approved by the Engineer before use. All mulch shall be reasonably free from mature seed bearing stalks, roots, or bulblets of Johnson Grass, Nutgrass, Sandbur, Wild Garlic, Wild Onion, Crotalaria, and Witchweed, and free from an excessive amount of noxious weeds at the time of use of the mulch. Mulching shall comply with all applicable State and Federal domestic plant quarantines. Straw mulch that is matted or lumpy shall be loosened and separated before being used. 2.03 TEMPORARY SEED Temporary seed shall be rye grain and german millet at the planting rates specified on on this sheet. PART 3 EXECUTION 3.01 GENERAL All disturbed areas will be seeded and mulched to quickly stabilize the disturbed areas and minimize erosion. Silt fence will be used where appropriate to prevent silt from leaving the site. The Operator will maintain all erosion and sediment control practices until the site has permanent vegetative cover re- established. Construct temporary and permanent erosion control measures as shown on the plans, as required by site conditions, regulatory agency or Engineer. All permanent erosion control work shall be incorporated into the project at the earliest practicable time. Temporary erosion control measures shall be coordinated with permanent erosion control measures and all other work on the project to ensure economical,. effective, and continuous erosion control throughout the construction and post construction period and to minimize siltation of rivers, streams, lakes, reservoirs, other water impoundments, ground surfaces, or other property. Temporary grassing procedures shall be implemented on any area of the site where land- disturbing activities have temporarily or permanently ceased according to the following schedule: - All perimeter dikes, swales, ditches, perimeter slopes and all slopes steeper than 3H:1 V shall be provided temporary stabilization with ground cover as soon as practicable but in any event within 7 calendar days from the last land disturbing activity. - All other disturbed areas shall be provided temporary stabilization with ground cover as soon as practicable but in any event within 14 calendar days from the last land disturbing activity. Grading activity shall be controlled to prevent any damage to public or private property and fines maybe placed on the project by the local regulatory agencies due to soil erosion from the project site. Clearing shall be only in those areas required to install the soil erosion control devices, and a request shall be made for an inspection by the local agency having jurisdiction. All erosion control measures shall be inspected once every seven calendar days or within 24 hours after a 0.5" rainfall per 24 hour period. Any required repairs shall be made immediately. Sediment deposits shall be removed when deposits reach approximately one -half of the capacity of the erosion control devices. 3.02 SILT FENCE Should the filter fabric deteriorate or become ineffective prior to the end of the construction as determined by the Engineer, the fabric shall be replaced immediately. Sediment trapped by the silt fence shall be removed once reaching a height of 1/2 the silt fence. 3.03, TEMPORARY GRASSING Seeding for temporary grassing shall be applied to all shoulders, stormwater conveyance channels, cut slopes, fill slopes and any other disturbed area not designated for pavement or structures. Portions of the site that are lower in elevation than adjacent discharge locations (i.e. detention basin floor) and are not expected to discharge are exempt from the temporary ground cover requirements. Temporary seeding shall occur immediately following final land disturbing activities. Any unseeded area which erodes shall be repaired to the satisfaction of the Engineer. Provide the following ASTM E 11 gradation: minimum 100 percent passing the. No. 20 sieve and 75 percent passing the No. 100 sieve. Application rates shall be as recommended . by the North Carolina Department of Agriculture through standard soil testing procedures. Remove debris and stones larger than one inch remaining on the surface after tillage. A. Seeding Conditions Immediately before seeding, restore soil to the proper grade. Do not seed when the ground is muddy or in any unsatisfactory condition for seeding. B. Seeding Method Apply seed within 24 hours after seedbed preparation. Sow seed with approved sowing equipment using one or a combination of the following methods. Sow one -half the seed in one direction and sow remainder at right angles to the first sowing. Use hand operated mechanical seed broadcaster. Cover seed with spike -tooth harrow. 3.03 PROTECTION OF SEEDED AREAS Immediately after seeding, protect the area against traffic and other use by erecting barricades, as required, and placing approved signs at appropriate intervals until final acceptance. 3.04 MAINTENANCE Erosion control measures will be maintained at all times. If full implementation of the approved plan does not provide for effective erosion control, additional erosion and sediment control measures shall be implemented to control or treat the sediment source. The detention basin overflow structure and carrier pipe shall be inspected periodically and after all major rainfall events. Sediment shall be cleaned from the basin once sediment reaches a height of 1/2 the permanent pool depth. 3.05 CLEAN OUT PERMANENT EROSION CONTROL DEVICES The Operator shall clean out permanent sediment and erosion control devices upon approval of permanent seeding and stabilization by the agency having jurisdiction of the area and the Engineer.
