Recommended Locations for New Surface Water Monitoring Stations
The North Carolina Environmental Management Commission, Department of Environmental
Quality (NCDEQ), Wastewater Irrigation System Permit WQ0000484 Version 5.0 (the Permit),
Schedule 3., requires Mountaire Farms of North Carolina Corporation (hereafter referred to as
Mountaire), located in Lumber Bridge, to install the following two surface water monitoring
stations on Big Marsh Swamp (Stream Index No. 14-22-2):
• An upstream surface water monitoring station on the northern boundary of Parcel No.
946047592661 on Big Marsh Swamp (northern boundary location)
• A downstream surface water monitoring station on the southern boundary of Parcel No.
946078893894 and Big Marsh Swamp (southern boundary location)
Schedule 3 of the Permit also requires the NCDEQ Fayetteville Regional Office to approve the
location of the surface water monitoring stations prior to initial sampling.
This memorandum presents an evaluation of the current Schedule 3 surface water monitoring
station locations and proposes two alternate surface water sampling points.

EVALUATION OF CURRENT SCHEDULE 3 MONITORING STATIONS
The purpose of the monitoring station on the northern boundary location is to collect
background data upstream of the site. The property line in the area of the northern boundary
monitoring station proposed by NCDEQ follows Big Marsh Swamp, which restricts access from
the east. According to the National Wetlands Inventory (NWI), approximately 100 feet east of
Big Marsh Swamp, is an unnamed tributary to Big Marsh Swamp, approximately 350 feet
southeast of the northern property corner. This unnamed tributary must be crossed to access
Big Marsh Swamp, making it difficult to install and access a monitoring station at this location.
The NWI also shows wetlands located on both sides of Big Marsh Swamp varying in total width
from approximately 700 feet to 2,000 feet, also making it difficult to install and access a
monitoring station at this location. According to Federal Emergency Management Agency
(FEMA) flood maps, a 100-year floodplain, approximately 1,400 feet wide, is located on either
side of Big Marsh Swamp, which will make the area impossible to access during flood events
and could damage a monitoring station.
NCDEQ proposes the location of the southern boundary monitoring station close to Highway
71. A monitoring station at this location will have similar access difficulties as those described
above for the northern boundary monitoring station. Review of an aerial image retrieved from
Google Earth and recent photographs of the area also revealed ditches along Highway 71 that
convey stormwater runoff to Big Marsh Swamp from areas surrounding Mountaire, which could
result in an unrepresentative sample.
A discussion with Mountaire's representatives indicates that accessing the two sampling
locations proposed by NCDEQ will be difficult, as described above, and pose safety concerns
because of thick vegetation, the presence of animals, and soft soil conditions. For these
reasons, SynTerra recommends alternate sampling points for the northern boundary and
southern boundary, as described in the following section.
PROPOSED ALTERNATE SAMPLING POINT LOCATIONS
In lieu of monitoring stations, SynTerra proposes alternate sampling point locations (identified
as SW-2 and SW-3 on Figure 1) at the following coordinates:
• Northern boundary surface water sampling point, SW-2 (upstream): 34°51'55"N,
79°07'S7"W
Southern boundary surface water sampling point, SW-3 (downstream): 34051'55"N,
79°06'30"W
The proposed alternate sampling point for SW-2 is located on the southeast side of Balfour
Road where it crosses Big Marsh Swamp. The location is approximately 3,000 feet northwest of
the northern boundary of Parcel No. 946047592661. The area between the proposed alternate
SW-2 sampling point and the northern boundary of Parcel No. 946047592661 is less than 2% of
the watershed; therefore, the proposed alternate sampling point should have stormwater
runoff and stream characteristics similar to those of the current Schedule 3 northern boundary

monitoring station. Inspection of an aerial image, for the same area, indicates that most of the
activity appears to be residential in nature and should not influence stormwater runoff and
stream characteristics. An additional benefit of the proposed alternate sampling point is safe
and reliable access. Sampling can be completed quickly by hand (i.e., a grab sample) and will
not require a monitoring station to be installed. For these reasons, SynTerra recommends that
the proposed alternate sampling point for SW-2 is a practical location for obtaining
representative background data.
The proposed alternate sampling point for SW-3 is on the southeast side of railroad tracks
where they cross Big Marsh Swamp, approximately 1,150 feet northwest of Highway 71 and
approximately 1,000 feet southwest of the southern boundary of Parcel No. 946078893894.
Most of the industrial stormwater discharge from Mountaire's site is conveyed upstream of this
proposed alternate sampling point. The proposed alternate sampling point does not receive any
stormwater from Highway 71 and should provide a representative sample that includes runoff
from the site. Similar to SW-2, this proposed alternate sampling point will provide safe and
reliable access. Sampling can be completed quickly by hand (i.e., a grab sample) and will not
require a monitoring station to be installed. For these reasons, SynTerra recommends that the
proposed alternate sampling point for SW-3 is a practical location to obtain representative
stream samples that include runoff from the site.
