As you are aware, the Department has monitored the Northeast Cape Fear River wetland
site since its construction in March of 2010. Located in Pender County, adjacent to
Bridge No. 21 over the Northeast Cape Fear River on NC 210, this site consists of
approximately 0.95 acre of riverine wetland restoration mitigation. Restoration of 0.52
acre was used to offset wetland impacts associated with the B -4223 bridge project leaving
a balance of 0.43 acre which can be used, with approval by the regulatory agencies on
future NCDOT projects. The riverine wetland restoration was constructed by removing
existing roadway fill to match the adjacent existing wetland elevations and re- vegetating
with appropriate hardwood species. Per the permit requirements, NCDOT was required to
monitor the restoration site for survival of planted species by visual observation on an
annual basis for five years or until the success criteria were met.
During the monitoring period, annual monitoring reports were submitted to the
appropriate regulatory agencies via the PDEA Natural Environment Section (NES)

After five years of vegetation monitoring, the Northeast Cape
restoration site indicates that the planted vegetation is surviving.

A site visit was conducted on August 4th, 2015 with the regulatory agencies and NCDOT
personnel present. It was determined at that meeting that the site success criteria had been
met and that no further monitoring would be required. As discussed at the on -site
meeting, NCDOT will be given full credit for the 0.95 acre mitigation restored at the site,
but does acknowledge that the excess 0.43 acre mitigation produced at the site and
potentially used on future project impacts could be utilized at a reduced ratio. This is due
to likelihood of required maintenance on vegetation within the restoration portion of the
site beneath the bridge.
NCDOT requests that the appropriate resource agencies provide documentation stating
that no further monitoring is required and that the site is closed. Also, please see the
attached on -site debit ledger for the Northeast Cape Fear River listing the available credit
