As you are aware, the Department has monitored the UT to Rocky Branch stream relocation site
since its construction in January of 2012. The UT to Rocky Branch is located in the town of
Franklin adjacent to NC 28 (Bryson City Rd.) north of Lee Talent Road (Sta. 100+00 to 104+00
-L- Lt.). The site consists of approximately 393 linear feet of stream relocation that was used to
offset impacts associated with the R-2408B project. The stream relocation was constructed and
re-vegetated with the appropriate hardwood species. Per permit requirements, NCDOT was
required to monitor the stream relocation site for channel stability and survival of planted species
by visual observation on an annual basis for three years or until success criteria were met.
During the monitoring period, annual monitoring reports were subinitted to the appropriate
regulatory agencies via the Natural Environment Section's (NES) website:

After three years of vegetation and stream stability monitoring, the UT to Rocky Branch stream
relocation site indicates that the planted vegetation is surviving and the streambanks remain
stable at this time. Individual annual monitoring reports are available on NES's website for
2012-2014.

A site visit was conducted on July 7t�', 2015 with the regulatory agencies and NCDOT personnel
present. It was determined at that meeting that the site success criteria had been met and that no
fizrther monitoring would be required. NCDOT requests that the appropriate resource agencies
provide documentation stating that no further monitoring is required and that the site is closed. If
