On behalf of our client, Town of Blowing Rock, please find enclosed a PCN application for the
referenced project dated July 20, 2015. The purpose of the project is to stabilize an eroded
streambank which is posing a safety problem along Sunset Drive in Blowing Rock. A NWP-13 is
requested to complete the proposed work. A Jurisdictional Determination for UT -Middle Pork —
South Fork New River was issued on February 11, 2015 for a previous project (Town of Blowing
Rock, Sunset Drive Culvert Replacement Project, NWP #3) Please see attached copy in PCN
application.
One courtesy copy of the PCN application is being provided to the NCDENR, Division of Water
Resources and one copy of the PCN application is being provided to the NC Wildlife Resource

3. Project Description
3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application.
The Project Site is an eroded stream bank on an intermittent, unnamed tributary to Middle Fork South Fork New River, in
the Echo Park neighborhood of Blowing Rock, NC. UT -Middle Fork -South Fork New River (UT -MF) averages 6' in width
and 8-10% slope within the Project Site. The right streambank of UT -MF at approximately 150 feet west of the Sunset
Drive and S White Pine Drive intersection is severely eroded, near vertical, and 5 to 7 feet high for roughly 20 feet
through the Site. UT -MF has eroded to the point where it is a potential hazardlsafety concern for Sunset Drive and an
existing sewer line
The surrounding area of the Project Site is a single family residential neighborhood located on a steep hillside. The
neighborhood sits above the Town of Blowing Rock and continues up the hillside to the Blue Ridge Parkway The
neighborhood contains many paved steep roads that contribute to a flashy drainage area to the Project Site. The
drainage area for the Project Site is approximately 7 -acres.

Tributaries have not been delineated beyond the scope of the Project Site. Project Site encompasses approximately 35
linear feet of intermittent, unnamed tributary to Middle Fork South Fork New River.
3d. Explain the purpose of the proposed project -
The Town of Blowing Rock, Sunset Drive Bank Stabilization Project will make repairs to the eroded right streambank of
UT -Middle Fork -South Fork New River along Sunset Drive. The proposed work will shift the stream channel south away
from Sunset drive Improvements will be made to open stream flow, create low benches for flood control, and stabilize
both streambanks within the project area. These repairs'will eliminate erosion problems and sediment pollution, improve
road safety, and eliminate potential damaging effects to Sunset Drive and the existing sewer line
3e. Describe the overall project in detail, including the type of equipment to be used:
The Town of Blowing Rock, Sunset Drive Bank Stabilization Project proposes to repair an eroded stream bank on an
intermittent, unnamed tributary to Middle Fork South Fork New River (UT -MF) in the Echo Park neighborhood of Blowing
Rock, NC. Typical construction excavation equipment will be used including track hoes and dump trucks.
The proposed work will involve the installation of a boulder structure (approx. 26 L F. and Eft tall) along the right bank of
UT -MF Compacted stone backfill (washed ballast stone 3-6°) shall be placed between the boulders -and the soil bank to
fill voids, promote positive drainage, and create some road shoulder. Geotextile non -woven filter fabric shall be installed
between the boulder wall and stone backfill Boulders are to have a median diameter between 2 — 2.5ft, structure' slope
should be roughly 0.5:1. Footer rocks for the boulder wall shall be installed 1ft below streambed unless bedrock is
encountered. A pump -around diversion will be used so that all work will occur in the dry.(see attached plans and details)
Stream flow will be improved by excavating the existing inner berm (approx. 3ft) along the left streambank and creating a
narrow (approx. Oft) low bench (approx 213 Bkf) along the left bank Disturbed areas along the left bank will be stabilized
with coir fiber matting, live stakes, and native NC mountains riparian seed mix. A narrow (approx 2.5ft) berm will be
constructed along the base of the boulder wall utilizing the inner berm material from the left bank excavation. The new
berm along the boulder wall shall be stabilized with erosion control matting, live stakes, and native NC mountains wetland
seed mix. Live stakes shall be tamped in on 2ft intervals along both low bench edges to a minimum depth of 18" with 6"
of stake end protruding from the ground. The thalweg will be shifted from the right bank to the center or right of center.
Final bankfull width for the improved channel shall be approx. 611 with a maximum designed depth of approx. 1.2ft (see
attached plans and details)

Construction Notes:
1. Construct boulder wall to cesigned elevation; wall slope should be roughly 0.5:1. Boulders to have a median diameter be tween 2 -2.5'.
2. Footer rocks for boulder will shall be installed 1' below streambed unless bedrock is encountered.
3. Geotextile non -woven filter fabric (Mirafi 1100N or similar) shall be installed between boulder wall antd compacted stone backfill, washed ballast
stone (3 -6 ") shall be placed behind boulder wall to fill voids.
4. Remove inner berm from 1 :ft streambank to cpen stream flow, excavate a low bends (approx. 4'; 2/3 Bkf). Stabilize w/ ctoir mat geotextile (900 Coir
Mat or equivalent) and seed w/ native NC mountains riparian seed mix (ERNST seed mix #304 or sim filar).
5. Create a berm/low bench along base of boulder wall using inner berm material front left streambank Stabilize w/ erosion control mat (Double Sided
Straw Erosion Blanket) and seed w/ native NC mountains wetland seed mix (ERNST seed mix #305 or similar).
6. Live stakes (Silky Dodgwood, cornus amomum; Silky Willow, salir sericeu) shall be soaked in water 24-48 hours prior to installation. Livte stakes
shall be planted in the dormant season (Oct. 1- Mayl). Live stakes should be spaced at 2' intervals along low bench edges and tamped to a minimum
depth of 18" with 6" of stale end protruding from the ground.
