Implementation Status of the Stormwater Program*
Please describe summary of implementation and compliance status.
The City of Asheville NPDES Permit#NCS000435 was renewed on January 1,2021 and is effective until December 31,2026.We have concluded
implementation of fiscal year 3 of our permit and Stormwater Management Plan and are currently working on fiscal year 4.The Minimum
Control Measures for this permit cycle are partially implemented as we still have some BMPs to implement in fiscal years 4-6.There were some
BMPs scheduled for FY3 that will be implemented in FY4.These changes will be submitted in a revised Stormwater Management Plan.
Are there any proposed changes/revisions to the Stormwater Program?*
Include revisions to assessment of controls and any fiscal analysis revisions.Note:Proposed changes shall be submitted as part of a revised
Stormwater Management Plan(SWMP).
The following changes were based on BMPs to report for FY3.BMP ref.10.B.4 was not included in FY3 but will have two components included in
FY4.The following BMPs scheduled for FY3 have been partially implemented and will be finalized or fully implemented in FY4: 24.13.2,24.B.3,
43.13.1,44,and 48.13.1.The following BMPs will be implemented in FY4: 25.13.2,25.13.3,26.13.2,27.13.2,37.13.1,37.13.2,41.13.2,and 41.13.3.These
changes will be submitted in a revised Stormwater Management Plan. Asheville has recently filled a new Regulatory Manager position to start in
FY4 to ensure the implementation of these BMPs,as well as a consultant to assist with document review and preparation.
