8. PROJECT SUMMARY:
The applicant proposes to construct a 6 foot by 96 foot pier with two 3 foot by 14 foot finger
piers, a 14 foot by 20 foot platform with a 2 foot by 15 foot finger pier and boatlift. The
applicant also proposes to construct 80 feet of bulkhead and a 50 foot upland retaining wall.
A 7 foot by 15 foot deck on land with a 5 foot by 50 foot walkway leading to a proposed
single family residence with gravel driveway.
9. NARRATIVE DESCRIPTION:
The site of the proposed for development is vacant land located at 809 Arrowhead Trail in the
Arrowhead Beach Subdivision in Chowan County, adjacent to the Chowan River. The
property on northeastern side is a residential lot and the property to the west is a vacant lot and
both are bulkheaded.
Vegetation on the site includes, but is not limited to, Red Maple (Acer rubrum), White Oak
(Quercus alba), along with other trees and shrubs. Soil Types include Conetoe Loamy Sand
(CtB). The property has an elevation of approximately 3 feet above normal water level (NWL)
along the shoreline.
The shoreline length is 51 feet with no hardened structures. The water classification for this
area is Primary Contact Recreation, Fresh Water (B), Nutrient Sensitive Waters (NSW) and is
closed to shellfishing. The Chowan River in this area is classified as Joint Waters. The water
depths within the project area range from 1 foot to 4 feet and average 2.5 feet. When the site
visit was conducted there was no Submerged Aquatic Vegetation present in the proposed
project area.
10. PROJECT DESCRIPTION:
The applicant proposes to construct a 6 foot by 96 foot pier with a 14 foot by 20 foot platform
on the southwestern side of the pier containing a 2 foot by 15 foot finger pier that creates a boat
slip containing a 12 foot by 15 foot boatlift. Also, on the southwest side of the pier are
proposed 2 additional 3 foot by 14 foot finger piers that create two more boat slips for a total of
3 slips. The applicant also proposes to construct a 50 foot bulkhead with a maximum distance
of 10 feet below Normal Water Level averaging 4 feet below. The applicant also proposes to
construct a 50 foot upland retaining wall 20 foot from the proposed bulkhead. The applicant
also proposes to construct a 6 foot by 60 foot walkway/ steps to the top of the bank with a 7
foot by 15 foot platform approximately 4 feet from the proposed bulkhead along the proposed
walkway. The proposed walkway will lead to 9 foot by 23.5 foot covered deck and 43 foot by
23.5 foot single family residence with a gravel driveway. The applicant also proposes a 50
foot fence across the top of the bank.

II. ANTICIPATED IMPACTS:
The proposed development will result in:
- the filling of 1,050 square feet, shading of 470 square feet, and disturbance of 413 square feet
of Estuarine Shorelines and Public Trust Shoreline Area of Environmental concern
- the filling of 200 square feet and shading of 970 square feet of Estuarine Waters and Public
Trust Area
- disturbance of 1,693 square feet outside of the Estuarine Shorelines Area of Environmental
Concern
Temporary turbidity will possibly occur during construction.
Impervious Coverage within the 75 foot AEC is 413 square feet or 12.1%. Impervious coverage
of the whole tract is 2,106 square feet or 22.6%

Proposed Development Purpose:
Single family residence (weekend house)

Single family - two story home with walkway and steps down to pier/bulkhead. We would like to install a secondary retaining wall
landward of the primary bulkhead to mitigate erosion issues. The pier would consist of a small platform, finger piers and boat lift.

Development Activities Narrative Specifics:
To start we are proposing to build (6') wide stairs with a 7'W x 151 landing platform down to a 50'W x 57 retaining wall and (46'W)
bulkhead which connects both existing bulkheads on either side of our lot. From the bulkhead we are proposing to build a 96'x6'
pier structure with a 14'x20' pier platform, boat lift, and two (3'x14') finger piers, one (2'x15') finger pier. All of these facilities are
proposed to support our water access from the 1800sf+/- single family residence (23.5'W x 431) we are proposing to build on the
remainder of our lot.
Application Narrative:
Our project intent is to ultimately build a single family residence on this
existing vacant lot. Additional structures to support this waterfront lot for
recreational purposes are comprised of a 6' wide walkway to the top of bank and
connect to a 6' wide staircase down to the water edge where we plan to build a
Tx 15' landing platform between a secondary retaining wall and a primary
bulkhead. Landward of the bulkhead we plan to build the secondary retaining
wall to help mitigate existing erosion issues. Our waterfront consists of
approximately 50' total. Bulkheads exist on each side of our lot with the one
to the north encroaching approximately 4'. We plan to connect/tie these
bulkheads together to make a continuously stabilized shoreline in front of our
lot. Out from the pier we propose a 6'x 96' pier structure with finger piers on
the south side and a boat lift at the end with a 14' x 20' platform per the
attached drawing to this application. Our principal structure on the lot will be
comprised of a 23.5' X 43' single family residence which will adhere to all
setback requirements established by CAMA, Chowan County and the Arrowhead Beach
POA. Our house will be served by County water and private onsite septic.

reasonable period of time.

APPLICATION FOR CAMA MAJOR
DEVELOPMENT PERMIT
The NC Department of Environmental Quality hereby gives public notice as
required by NCGS 113A-119(b) that application for a development permit in an AEC as
designated under the CAMA was received on 8/21/23. Nickolas Jordan, proposes to
construct a 6 foot by 96 foot pier with two 3 foot by 14 foot finger piers, a 14 foot by 20
foot platform with a 2 foot by 15 foot finger pier and boatlift. The applicant also proposes
to construct 80 feet of bulkhead and a 50 foot upland retaining wall. A 7 foot by 15 foot
deck on land with a 5 foot by 50 foot walkway leading to a proposed single family
residence with gravel driveway, located at 809 Arrowhead Trail, Chowan County.
A copy of the entire application may be reviewed at the office of the Division of
Coastal Management, located at 401 S Griffin St, Ste 300, Elizabeth City and reached by
phone at (252) 264-3901 during normal business hours. Comments mailed to Braxton
Davis, Director, DCM, 400 Commerce Avenue, Morehead City, NC 28557, prior to
September 29, 2023, will be considered in making the permit decision. Later comments
will be considered up to the time of permit decision. Project modification may occur based
on review & comment by the public, state & federal agencies. Notice of the permit
decision in this matter will be provided upon written request.
