Stateside Tract — Off Gumbranch Road and Quaker Bridge Road, Jacksonville, NC
Onslow County
On July 29, 2015, at the request of Ed Foley of Parker and Associates, Inc., Joanne Steenhuis of the
Division of Water Resources (DWR) Wilmington Regional Office (WiRO) went to the site to
determine the ephemeral /intermittent (E /1) points of streams, as well as the presence or absence
of a stream at the Stateside Tract. The enclosed drawing depicts the E/I points for three (3)
streams, an ephemeral stream as well as a ditch on the tract. This drawing has been signed and is
valid for 5 years.
This on -site determination shall expire five (5) years from the date of this letter. Landowners or
other affected parties that dispute a determination made by DWR or a delegated Local
Authority may request a determination by the Director. An appeal request must be made
within sixty (60) calendar days of the date of this letter or from the date the affected party
(including downstream and /or adjacent owners) is notified of this letter. A request for
determination by the Director shall be referred to the Director in writing c/o Karen Higgins,
DWR 401 & Buffer Permitting Unit, 1617 Mail Service Center, Raleigh, NC 27699 -1617.
This determination is final and binding unless, as detailed above, you ask for an appeal within
sixty (60) calendar days.
The owner /future owners should notify the Division (including any other local, state and federal
agencies) of this determination concerning any future correspondence regarding the subject
property. This project may require a Section 404 Permit /401 Water Quality Certification for the
