Per 15A NCAC 02T.0402. "high -priority sewer" means any aerial sewer, sewer contacting surface waters,
siphon, or sewers positioned parallel to streambanks that are subject to erosion that undermines or deteriorates the sewer.
Siphons and sewers suspended through interference/conflict boxes require a variance approval.

Minimum Design Criteria for Gravity Sewers (latest version), and the Minimum Design Criteria for the Fast -Track Permitting
of Pump Stations and Force Mains (latest version). Although other professionals may have developed certain portions of this
submittal package, inclusion of these materials under my signature and seal signifies that I have reviewed this material and
have judged it to be consistent with the proposed design.
NOTE — In accordance with General Statutes 143-215.6A and 143-215.613, any person who knowingly makes any false
statement, representation, or certification in any application package shall be guilty of a Class 2 misdemeanor, which may

related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
68.5 % and-0.1462 MGD of the Available Capacity (E) in Pump Station
Steeplegate PS ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately

c. A funded Capital Project that will provide the required planned capacity, namely
Steeplegate PS capacity expansion is in design or under construction with
planned completion in July 2025 ; and/or

5000 gal per month adf (or only 170 gpd ) vs the obligated calculation base on
120 gal per day per bedroom

4. Pike St PS has a small deficit availabe capacity of-0.0115. Flows assoicated with
obligated flows for Covington Ridge P2-P3 are not exected until 2025 at less than 0.01
mgd per yr. CIP incudes a future OF that will allow abandonment of Pike St PS
5. The exisitng ADF for each PS is based on 12 months of historical SCADA records
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

On behalf of the City of Trinity and the Developer in regards to the referenced project, we are enclosing
the following information for your review and approval:

The Developer proposes to install 2,037 LF of 8-inch PVC sewer line, 940 LF of 8-inch DIP sewer line and
appurtenances for Covington Ridge Subdivision — Phases 2 and 3. The Developer is paying for the permit,
but the permit is in the City's name since they will take over ownership of the sewer extensions after the
work is completed, tested, and accepted.
As indicated in the Trinity USE PAA the calculated available flow is-0.1462, but activation of the obligated
flows will only be 0.0264 in 2023, and average 0.039 over each of the next three years. SGPS only operates
approximately 8 hours per day ADF. So this information indicates the pump station has adequate capacity
for this additional permitted capacity.
