PROJECT SUMMARY: The applicant proposes to reconfigure and expand the existing docking facility by repositioning the floating dock and installing a boatlift to provide mooring for a total of three (3) vessels. James Cook Page Two 9. PROJECT DESCRIPTION The project site is located at 198 Yacht Watch Drive, adjacent to the Atlantic Intracoastal Waterway, in the Town of Holden Beach, Brunswick County. To get to the site from Wilmington take US Hwy 17 S to Mt. Pisgah Road. Turn left onto Mt. Pisgah Road, which merges with NC Hwy 130, and continue on NC Hwy 130. Travel over the high rise bridge to Ocean Boulevard. Turn right onto Ocean Boulevard West and make your first right onto Rothschild Street. Turn left onto Brunswick Ave West and make the first right onto Yacht Watch Drive SW. The project site will be located approximately 0.25 miles on the right hand side of the street. The project site is adjacent to the AIWW and measures approximately 63 feet in width by approximately 166 feet in depth. The elevation of the high ground area of the lot averages approximately 7 feet above normal high water_(NHW). High ground vegetation consists primarily of lawn grasses and landscape vegetation. The shoreline of the property measures approximately 63 feet and is stabilized by a bulkhead with coastal wetlands present waterward of the existing bulkhead. The coastal wetlands measure approximately 50 feet in width and are vegetated primarily with Smooth Cord Grass (Spartina alternaflora). Extending from the bulkhead over the marsh is an existing 2 -slip docking facility authorized by CAMA general permit #61700D. The docking facility consists of an access pier measuring approximately 6 feet in width by 117 feet in length. A fixed platform is located approximately 75 feet from the bulkhead and is located on the eastern side of the pier. The fixed platform measures approximately 19 feet in width by 12 feet in length and provides access via a ramp to an existing floating dock measuring approximately 10 feet in width by 16 feet in length. The floating dock is oriented perpendicular to the channel and is adjacent to the fixed access pier. A boatlift measuring approximately 15 feet in length by 15 feet in width is located on the western side of the fixed access pier. The existing docking facility provides dockage for two (2) vessels and encroaches into both the, 15 -foot adjacent riparian corridor setback from the properties to the east and west. The existing pier is in alignment with the adjacent docking facilities located along the AIWW and meets the 80 foot setback from the federally maintained channel (see sheet 1 of 3). The adjacent properties are stabilized with bulkheads and are home to single - family residences with docking facilities. The Holden Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Residential. The waters of the AIWW are classified SA by the Division of Water Quality and are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to reconfigure and expand the existing docking facility by repositioning the floating dock and installing a boatlift to provide mooring for a total of three (3) vessels. The applicant is proposing to relocate the floating dock approximately 12 feet to the east. The applicant is proposing to attach the access ramp to the easternmost side of the fixed platform. No increases in platform square footage are proposed. A boatlift, measuring approximately 14 feet wide by 13 feet long, is proposed between the relocated floating dock and the fixed access pier. ANTICIPATED IMPACTS The proposal to reconfigure and expand the existing docking facility by repositioning the floating dock and installing a boatlift to provide mooring for a total of three (3) vessels would incorporate and shade an additional 342 square feet of Estuarine Waters and Public Trust Area. Minor increases in turbidity should be expected during construction. No outboard expansion is proposed; the docking facility would remain in alignment with existing docking facilities and would continue to maintain the 80 foot setback from the federally maintained channel. As proposed the docking facility would encroach into the adjacent 15' riparian corridor setback of the neighbor to the east and west, as such, both adjacent riparian property owners have signed waiver forms. As proposed, the docking facility would provide mooring for a total of three (3) vessels. Date :March 24 "', 2015 We are writing this letter on behalf of our clients, James and Kelly Cook. They have asked our company to modify their existing docking facility by adding a boat lift beside their floating dock. Attached is a drawing showing the existing docking facility and the proposed modifications. This boat lift is to accommodate a smaller family boat. The wave action from boat traffic on the AI INV at this location does not permit use of the floating dock without someone attending the vessel. The floating dock would be used to board the boat at departure and off load when returning. Left unattended, the boat would be damaged as well as the floating dock.
