Here are the conditions that go with the 401 Water Quality Certification that corresponds to NW29:

Go to condition #13 to see the requirement for burial of culverts.
Also, I forgot to mention that I don't see how Johnston County won't be requiring a stormwater management plan for
30% impervious. To move forward with this 401 Certification, I will need to see some sort of documentation from
Johnston County regarding why a stormwater plan is not required. Otherwise, the footprint of the BMP's need to be
shown on the plans.
