Submerged Aquatic Vegetation Survey Findings
Methods:
A submerged aquatic vegetation (SAV) survey was performed May 2, 2023, by staff from the
North Carolina Coastal Federation, Native Shorelines, and Hammocks Beach State Park. The
survey was conducted within the footprint of the proposed offshore sills and section descriptions
and titles are as referred to on Sheets 1 through 5 of the living shoreline CAMA major permit
application submitted April 18, 2023. Transects were surveyed for vegetation type and percent
cover, starting at the existing marsh edge and running up to 20 feet (ft) from the marsh edge
(Figures 1 and 2). Data were collected at intervals of 5 ft. along the 20-foot tansects. The final
sampling point for transect C 1-22 was sampled 16 ft from marsh edge rather than 20 ft from
marsh edge due to water depth (Table 1).

Results:
The estuarine bottom including and surrounding the footprint of the proposed offshore sills was
characterized by intertidal muddy sand flats. Oyster shell beds were observed throughout
Shoreline Section B, but were not composed of live oysters (Table 1). Patchy macroalgae
(Gracilaria verrucosa) was observed throughout Shoreline Sections B, C3, and C2 (Figures 3
and 4, Table 1). Seagrass was absent from Shoreline Section B. Zostera marina was present
along Shoreline Sections C3, C2, and Cl, with up to 5%, 50%, and 30% coverage, respectively
(Figure 5, Table 1).

Neither Ruppia maritima nor Halodule wrightii were observed along the proposed offshore sill
footprint, and the observed Z. marina was only observed in patches. There were no extensive,
established beds of Z. marina observed.

In Summary:
Neither Ruppia maritima nor Halodule wrightii were observed along the proposed offshore sill
footprint, and Zostera marina was only observed in patches. There were no extensive,
established beds of Z. marina observed. Due to the ephemeral nature of Z. marina in eastern
North Carolina, we do not believe the installation of the proposed offshore sill will be
detrimental to the SAV population or to species that may utilize the habitat.
All available precautions shall be utilized to ensure that damage to SAV habitat does not result
from construction of the offshore sills. To the greatest extent practicable, no sills will be
constructed in areas with SAV coverage at the time of construction. Construction of the proposed
offshore sills is projected to take place outside of the SAV growing season, further ensuring
protection to the minimal SAV that was observed.
