Andrea, I spoke with our project manager who has told me the contractor will need at least 15 Ō for their machinery which gives them maybe 5 Ō for a coffer dam and flow path which is not feasible. The work is long and linear. They’d need over 100 Ō of coffer dam. It’ll take them more Ɵme to construct that than it will be to do the enƟre boulder toe installaƟon. They can probably reach the soil liŌs from the top of bank, but they will need to work in the stream to install the boulder toes. If you look at the cross secƟon below you will see the distance and angle from the top of the levee to the streambed where the boulder toe needs to be installed. The equipment will work on Ɵmber mats and not the streambed. The contractor may be willing to work in the wet, but they likely will not want to work on wet Ɵmber mats. The contractor intends to do the in-stream work quickly (~2-3 days) and will open the coffer dam and remove all equipment from the stream in the event of heavy rain though they intend to work during a Ɵme of no forecasted rain. If we can get permits quickly, the contractor has a desire to begin this work as quickly as possible. I hope that helps explain why they have chosen to do the work they way we proposed. I have a question: is there any way to do your work without dewatering the channel? This ‘oxbow’ channel is carrying quite a bit of flow, per your description and the photos. It’s not far from some known locations of hellbenders, so I’d rather keep the channel wet than dry it out. I am wondering if you could (1) just work with equipment from the banks, and (2) just coffer dam the area of channel that is in the work zone (the right bank) instead of the entire channel. Andrea, We had contacted you back in August 2022 about this project as it related to trout waters. We have submiƩed the project to the USACE and NCDWR for authorizaƟon to complete this emergency work. The contractor esƟmates the work will take no more than two weeks with dewatering taking 2-3 days. The work should be completed before the trout moratorium. I’ve aƩached the package cover leƩer explaining the project and impact maps due to email size limitaƟons. If there is anything else you specifically need to see please let me know.
