The e�isting timber bridge needs to be replaced due to detcrioration and iusufficient widtl�. The proposed replacement structure will be a 16'2" W � 5' I' H x 60'3" L alumu�um bos culvert ��vitli ��otclied sills aud bafiles added to promote bedload relention and tish passage. 'I'he Nortl� Caroliva Natural Heritage Program database was checked for records of tlueatened and endangered species. There are 51 species listed for H1y���ood County that liave federal st�tus. The bog turtle (Gl��lenrys muhlenbergir) is listed as threateued dae to suuilariry of appearance to tl�e Iisted �iortl�ern bog turtle. Bald eagle (Haliaeel�is leucocephalus) is listed uuder ihe Bald and Golden Gagle P�rotection Act (I IGPA). Streams that support this nwssel are typically much larger than Stevens Creek. The onl}� records in HTyG��ood County are from the Pigeon River, aiid the east a�id �vest forks, tliere are tio records iiom any lribataries to tliese riveis. Aiid, the ne�iest iecords to the bridge site are over 21 miles upsh�eaui of the confluence of Stevens Creel: ��vith Wateiville Lake (Pigeon River). Witl� rare e�ception, gray bats roost in caves year-round. This project ouly iuvolves a small bridge replacemeut, so consiruelion worl< will not extend far from the e�istiug riglit-of-wa�� into areas �vl�ere caves could occur. Tliere Tre no e�ves or mines visible near tlie biidge and, accordiiig to USGS d�t�, the neaiest undergronnd mine is over LS miles a��vay. Therefore, gea�� bats �vill not be affected b3� the project. Iudiau� bats aud NLEB ���inter in caves or mines �aith stable, but not freezing cold lemperatures. Iu summer, tliey geneially ioost onder the loose barl: of trees, eitlier dead witli pecling bTrk oi cavities, or live trees with shaggy bark sueh as �vhite oak, maples, sycamore and hickories. Tl�ere is a blacl< ��valnut and a fe��� other saplings tliat ����ill need to be cut for the projeet, but tliey lack peeliiig or shaggy b�ck. Regaiclless, these trees ��vill be removed fi�om October 15 to April 15 (winter cleacing) �vhen bats should not be roosting in �irea trees. Also, we conducted a sarvey of the bridge on June 1, 2015 and did not see roosting bats or any evidencc of bat usage (i.e. staining or guano). Small whorled pagonia generally occurs in open, dry, deciduous �voods with acid soil, tltough l�abitats c�u iuclucte slopes along streams and mesic forest with white pine and rhododendron. Laud ase adjaceut to tl�e bridge consists of maintained road slioulders, a utility rigltt-ol=��vay, driveways, a garden and fields and, to the southeast, a �vooded road shoulder slope. Vegetation oii tlie cut-slope appears too dense for this plant, and regardless, this area should not be distncbed for consh'tiction. Overall, habitat for small wl�orled pagonia appears lacking in the aYfected project area. And, tlie uearest record ior this plant is over 10 miles from the project. The Carolina northern flying squirrel, rock gnome lichen, spruce-fir moss spider and spreadiug avens are fouud in spruce-tir Yorests and other isolated high elevation locations in ��vestern North Carolina. Ho�vever, rock guome liel�en is au exceptiai because it eau occasionally be found at lower elevations in deep river gorges witl� high humidity or on some vertical rock faees tl�at are periodically ���et. The bridge site has au elevatiou of 2,520 feet aud lacks vertical rock faces and other habitat condilions required by these species. Tl�e project is limited in scope. Erosion �ud sedimci�tatiai control measures will be implemented to minimize ach�erse ei�fects of the ���ork on aqiiatic l��bitats. Il�bitTts for listed specics appear lacking �t thc project site aud noue of tliese species ���ere observed during field visits. For these reasons aud those discussed above, �ve recommenc( that a determination of "uo esfect" on listed species apply to this project. This project was reviewed by NCDOT's Human Environment Unit in 2013 aud it was deteriuined tliTt iio historic structures or archeological resources wotild be affected by the bridge project (see attaclied fonns). Stcvens Creek flows to the Pigeon River. The Pigeon River nieets the detinition of a Traditional Navigable W�ter (TNW). For these reasons, we believe Stevens Creek is a Relatively Permanent Water (RPW) aud is auder tl�e jnrisdiction of the U.S. Arm}� Corps of Engineers. Iu order to coi�struet the project, it ��vill be necessary to iiupact ��vaters of the Uuited Slales in lhe Prench Broad River BTSin (CU 06010106). Erosion and sedimentalion measures will be installed. Flalf of lhe new culvert will be phased constructed downstream of the existing bridge location. Once complete, traffic will be placed on part of the new culvert and the old bridge will be removed. The new box culvert will lhen be completed. The alurninum box culvert was designed lo meet the hydraulic needs of the site. The culvert will be on a 5.75% grade and will be buried 1-foot into the strearn substrate. Five (5) notched sills and baffles will be placed in the structure to reduce velocity and mainlain ayuatic life passage during periods of low flow (see plan sheets). 1 b. A map review �nd sile files senrch was conducled by Belinda Cox of "fRC at �he Office of Slate Archneology (OSA) Western E3r�nch on September 26, 2013, suppleinenling n previous NCDOT review. This review identifiecl no archaeological sites within or ndjacent to the APE, allhough three previously recorded archneologienl sites (31 H\V385, 31 H\N38G, ancl 31 H\V387) nre locatecl within a mile of ihe project �rea (Nocl and Snedeker 1993). All three si�es are in upl�nd seltiugs norlh of �he project area, along ihe Pigeon River. Two of ihe sites (31 FIW385 and 311IW386) are non-dingnoslic prehistoric lithic sc�tters, while 31I-I1V387 is the above giauud rem�ins of � 19°i to 20'�' centwy liome site. Si�e 31 H W385 yielded 30 lithic arliFacls from rclntively deep subsin face deposits nnd was recommended for prescivTtion by avoidance, while 31I I1V386 �nd 31I IW387 were recommended for no furlher nrchaeologicnl �vork (Noel mid Snedcker 1993). 'Popog�<�phic maps, United StTtes Department of Agricultm�e (USDA) soil survey maps, �nd olher historic maps were exnmined for informn�ion on natural or cidhual variables ihat might have aFfecled site locations. 'Che project area is at the very western edgc of thc Price and Strother mnp (1808), which shows the "[3ig Pidgon° River in Hie nren nnd some lributaries, but no other detail in tl�e viciniry. The MacRae map ( I R33) contains a li�tle more det�il, nnd includes �he Pigeon Rive r along with some of its h'ibut�i'ies; none �ppear to represent Stevens Crech. (An unnamed tributary is located on the west side of ihc river between Jon�lhnn Creek �nd "Chatnluchee" Creek, but likely represenls nnother tribulary to ihe soulh of Stevens Creek.) An Old Chataluchee Rond is also depic�ed on �hat map running nor�h-souih, but no other detail in the nren. "I'he Kerr map (I882) depicis the Pigeon liiverjust north of N�e project �rea nud nlso depicts "Cntnluche" Rond, but no other detail in Ihe project vicinity. The 1893 USGS Mt. Guyot quTdrangle depicls a siream in the vicinity of S�evens Creek, and the conununi�y of Teague �o lhe enst of tlte project are�, but no o�her det�il in Ihe vicinity (USGS 1893). The 1912 ML Guyot USGS quadrangle shows 7'e�gue, Stevens Creek, and a road in Ihe approximate location of SR1346, but no slruclwes nre shown in the arel(USGS 1912). "fhe 1936 Cove Creck Gnp USGS pinnimcu ic quadrnngle shows more delnil in the nre�; n rond is shown in ihe SR 13d6 localion with Ihe creek crossing in �pproximntely �he same arca ns �he present d1y bridge. A sh ucliue is depicfed that likely represents the house in Ihe norUiweslern portion of the APE (USGS 1936). The 1925 soil mnp of I Inywood County depicts Stevens Creek, as well as the road in ihe current SR 1346 locetion with eight structures along thnt rond, �Ithough the exact location of ihe current project are� is difticult to disccrn (USDA 1925). On-line soils date indicate thatjust one soil type, Whiteonk cobbly loam, is present in �he APG Whi�eoak cobbly lonm, 8—I S% slopes, is foimd on coves, drainnges, or fans �long moun�nin slopes. '1'he soils nre described as rocky and well drained (NRCS 2013). "I'he southeaslern portion of the survey zrea contained site 31 HW573, within a genlly sloping, open field nlong ihe south side of Stevens Creek (f igure 6). 'fhe creck parallels 521346 in the site area, so shovel tests were Iocated in the southernmost portion of ihe APE. Nine of I S shovel tes�s contained historic and prehistoric materinl; the context of some of this material was difficult to interpret, �nd ihe tesl uuit excnv�tion demonstrn�ed lhat parls of Nie �re� has been severely disturbed (despite tlie facl thnt no disturbance is visible from ihe swface). Soils encounlered within shovel tes�s a� �he site generally consisted ofa thin (10 cm), compnct, rocky, dark bro�vn ( I OYR 3/3-3/4) �o d�rk yellowish brown ( IOYR 4/4) sill loam A horizon. A well-developed A horizon is not present iu mosl nrcas. Bene��h Ihis w�s a 25-35 cm �hick dark yellowish bro�vn (I OYR 4/3, I OYR 416, or I OYR 5/6) loam Ih�l conlained nwnerous grnvels �nd rock. In some shovel tests, there w�s n clear distinction betwcen a plowzone �nd ihe underlyiug soils, �vhile in othcrs �here was no clear differentialion ancl no plowzone appeared to be present; artifacfs �vere collected from both Ihe A horizons �nd underlying soils. It is unclenr, bul these soils �II in�y represent historic colluvimn. At 35-50 cmbs, shovel tests encountered very rocky (including boulders) d�rk yellowish brown ( I OYR 3/4-4/4) Tlluvi�l lo�my snnd and/or sand; this alluvium was devoid of �rtifacts. TUI was placed directly adjacent to ST3, which yielded a sherd fiom what �ppeared to be sub-plowzone contexls (see �igure 2). The soils encountered in TU I were completely disturbed (figures 7-9). Historic �rtif�cts were recovered froro the cleepest levels in very low densities, , including in whTt appenred to be displaced colluvium or B horizon soils. Tow�rd the bnse of �he test unit, a soil anomaly containing charcoal �vas encountered that consisted of d�rk yellowish brown ( I OYR 3/4) loam mo�lled with n dnrk brown ( I OYR 3/3) loniny snnd; it was first encountered along the south wall at depths of 43-<46 cmbs. An attempt was m�de to escavate ihe nnom�ly sepa�<�tely Gom the surroundiug soil m�triY but the st�in quickly e�panded to encompnss most of ihe test unit and contained � number of large boulders. The stain wns nol encountered along the north �v�ll unlil 56�i0 cmbs. The anoivaly, excavaled as p�rl of Level 5 nnd Level 6, coninined 23 artifacts includiug a piece oFglass nnd consisted of a sloped deposit that represents historic deposilion. It is uncle��r how much area along Ihe creek has been disturbed. The causes of Ih�t dislurbance are unclear, bul it may result from at(empts at creek bank sl�bilize�ion. The shovel tesls �nd tes[ unit yielded I56 lithic �rlifnc�s, Iwo sherds, and five historic items (T�bles 2 and 3). The nine positive shovel tests yielded 70 artifac�s, �nd an addition�l 93 artif�cts were recovered from the test unit. Densily wilhin the shovel tesls ranged from 2 to 13 artifacts per shovel �est; most (ii=6) cont�ined more than five artitacts each. Of Ihe 93 artif'acts recovered from "fU I, 23 �vere found within the .ippnrent plowzone, while 47 were derived from the underlying dispinced soils, and 23 from ihc historic dislurbance/displaced soils (ihese deposits were partinlly screened rogether due to mixing after large boidders were removed). The 156 lithic �rtif:�cts recovered from Ihe site include 152 chipped stone artifacis (including six tools and 146 pieces of debitage) �nd f'our pieces of fire-crTCked rock (FCR). The stone tools inchide T small, uutyped, quartzite, contrlcting stemmecl projectile point/knife (pp/k), a crude chert trinngular bifnce, a quartz endscraper, hvo quartz bif�ce preform fragments, and a quariz/quartzite core. Chipped stone raw materials were domivaled by quariz (n=126), followed by quartzile (n=12), chert (n=8), quarl�Jquarizite "RO Nd9/O,VdI. 'Che other sherd came from TUI, Level 4 nnd appenrs to be check slamped. The five historic niiifacts recovered include hvo possible uail fragmenls, one piece of whiteware, one piece of light green glass, and one piece of clear glass. These artifacts tvere recovered from the Ap and imderlying horizons, �s well ns from thc historic deposit in TU I from depihs rnnging Gom I Ofi5 cmbs. The si�e likely conlinues ou�side �hc currenl projecl boundaries to the soulh, and intacl cultural deposi�s mny be present on the higher pnrt of the I�ndform outside of ihe project area. However, ns defined within the APL', site 31 FI W573 does iiot nppear to retnin integrity; artiflcfs werc recovered f'rom questionnble contexis .md Gom clearly disturbed are�is. Despite the variety of �rlifacts recovered nnd ihe rel�tively liigh �r�ifact density, fhe site is recommended ineligible for ihe NRHP �vithin Ihe APE.
