Dear Mr. Smith:
This Certification is pursuant to the Stormwater Application
for Pembroke at Landfall received on August 12, 1991, with
additional information received on November 13, 1991. Based on
our review of the project plans and specifications, we have
determined that the stormwater control system complies with the
Stormwater Regulations set forth in Title 15A NCAC 2H. 1003(i) .
The runoff will be treated in three (3) detention ponds which are
sized to achieve 90% reduction in Total Suspended Solids.
Additionally, runoff from an area near the site entrance will be
treated in 80 linear feet of exfiltration piping.
This Certification shall be effective from the date of
issuance until rescinded. The project shall be constructed and
maintained in accordance with the final plans and specifications
approved by the Wilmington Regional Office.
A professional engineer must certify that the stormwater
system has been installed in accordance with the approved plans
and specifications. The attached certification should be
received by this Office within 30 days of completion of
construction.

DETENTION POND EVALUATION

PEMBROKE AT LANDFALL
OPERATION AND MAINTENANCE SCHEDULE
STORMNATER DETENTION SYSTEM
1. Inspect detention ponds at monthly intervals minimally
and after all significant storms. A storm that raises
the normal pool 1 foot shall be considered significant.
Inspect outlet structure for damage and clogging.
2 . It is recommended that a visual inspection be made
monthly of the inlets and outlets of the system to detect
blockages or flooding at inlets and manholes, or erosion
or damage to outlet devices. Inspections should also
follow heavy rainfalls (2" in 24 hours or more) and
intense storm events.
3. Annual inspections are recommended, to include removing
covers of all structures, cleaning debris or deposits
from structures, lamping lines for evidence of sediment
and repair as needed.
4. The wetted perimeter of ponds shall be planted with water
resilient vegetation appropriate to soil and site
characteristics and maintained to ensure growth of such
vegetation.
5. Side slopes which exhibit sloughing, channel erosion, or
vegetative wash-out shall be repaired immediately.
6. Rip rap may occasionally require repositioning and
replacement because of heavy flow displacing the
material.
7. A report form is attached for use in both monthly and
annual inspections. These reports should be maintained
in a central file, available to the Division of
Environmental Management in accordance with the
Certification.
8. A stamped Engineer's Certification which ensures
construction is consistent with the plans and
specifications approved by the Division of Environmental
Management shall be provided to the Division of
Environmental Management within 30 days from project
completion.

Accidental Spills or Overwash of Polluted Areas
10. In the event of an accidental spill or overwash of an
area containing hazardous material, the event should be
immediately reported to A. Preston Howard, Jr. , P.E. ,
Regional Supervisor, 127 Cardinal Drive Extension,
Wilmington, NC 28405 (Telephone [phone]) .
11. Immediate action by the Owner should be taken to contain
the spill or overwash, if possible, corrective actions
should be taken with the advice of the Regional
Supervisor or other designated officials having
authority in such matters.
12. The Owner, Blair Properties, Inc. , shall be responsible
for implementing this maintenance plan.
I, James F. Smith, an agent of Blair Properties, Inc. , accept
responsibility for operation and maintenance of the
stormwater detention system for Pembroke at Landfall.
