Wilmington,NC 28405 RE: Stormwater Project No. SW8 100203 Gracelyn Park—Phase IV Dear Mr. Pusey, Enclosed please find a copy of the revised plans and calculations for Gracelyn Park—Phase IV. As we discussed Friday there have been several changes to the proposed project,however I feel we have addressed all of your concerns in your letter dated March 16,2010. / The major change in the design was the removal of the catch basin at the end of the cul-de-sac which was done because we could not maintain a grass swale of 100' prior to entering the wetlands. Therefore all the water will be diverted to Swale 1 and then be carried to the wetland by way of a grass swale and a 30"culvert. The subdivision is design with"roll over"type curbing which is a continuation of how the rest of the subdivision was done. Therefore the velocities in these curbed swales can exceed 4.5 ft/sec however only one does. The velocity for a 10 year storm will be 1.95 ft/s as it enters the channel to the wetlands. The 15" CPP and swale along Herring Smith Lane have been removed and this area will be graded such that all run-off will be sheet flow to the adjacent wetland. The ACOE has asked us to limit the disturbance of the outfall from the 30"RCP therefore we have limited the outfall to a flared end section with a rip rap splash pad and some hand clearing of the natural channel. As we discussed Friday the differences between the swale calculation tables is due to the breakdown of the sub-basins. In the NCDENR design table it only allows for two types of cover, pervious and impervious. In the table I generated the breakdown incorporated more types of coverage within the sub-basins. A preliminary in-depth review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please show a more complete Legend on the Grading /Drainage Plans. 2. Please label the road name on the plans for the perpendicular road that goes through the subdivision (Herring Smith Lane?). 3. Please provide completed grassed swale supplements. 41 4. Swales with velocities in excess of 2 fps that discharge to wetlands must 0 provide a velocity reduction device such as a level spreader, which provides non-erosive diffuse sheet flow into and through the wetland. The velocity at the exit of Culvert 2 shown on the plans is greater than 2 fps, therefore, please provide a level spreader (LS) and vegetated filter strip (VFS). Please reference the BMP Manual Chapter 8 for design guidance. Remember to include a LS-VFS Supplement and O&M Agreement. / 5. Please label elevations on existing and proposed contours. / 6. Please label all swales, swale inverts, pipe inverts, and drop inlet inverts on the plan sheets as applicable. /7. Please show details for the roads, cul-de-sac radii, sidewalk widths, curb and gutter, all dimensions and slopes. Note if dimensions are FC-FC or BC-BC. /8. Please label and provide calculations for the "Typ. Swale" located along the driveway on lots 97 & 98. Also, provide calculations for the 15" CPP w/ FES located in this area. Please revise the swale detail to show the min. 100' length and include the type of grass to be planted on the side slopes. 10. There are many differences in the 10-year swale calculations submitted. For example, the chart sealed on 1/19/2010 shows the velocity of swale 1 to be 5.33 fps, whereas the swale calculations received on 2/2/2010 show the velocity to be 3.66 fps. Please explain these differences and make revisions as necessary. 11. Please remember that a change to one number may have a domino effect on other numbers. Please check all plans, calculations and forms and make changes as needed. Please note that this request for additional information is in response to a preliminary review. The requested information should be received in this Office prior to April 13, 2010, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail, email or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A. Please reference the State assigned project number on all correspondence. Any original documents that need to be revised have been sent to the engineer or agent. All original documents must be returned or new originals must be provided. Copies are not acceptable. Not thinking what confusion it would create for you. Attached you will find a property card that lists the owner as"Britt Development Co.of Archdale, LLC"and you already have the secretary of state's most recent annual report with Dale's name. So we can either change the name on the application to the reflect the property owner or we could even just use"Dale Britt" as the applicant. Whichever is easier. You have the original and one copy. The project is located on a 19.26 acre site and has 18 single-family residential lots. Development will include stripping topsoil and debris from the lots and right-of-ways,roadway construction, water main and sanitary sewer main construction,and storm drainage features. The Town of Newport will provide water and sanitary sewer. The current use of the proposed site is open land with grassy areas, small trees, and wetlands. All stormwater runoff from the site will be diverted to concrete roll over type curb and to existing grass swales. These swales drain to Snows Swamp Branch(Class C). All drainage areas will achieve diffuse flow prior to entering Snows Swamp Branch or any associated wetlands. One drainage basin has been identified on this site. Attachment A is a table listing the lots,the area of the lots,and the allowable impervious area per lot. The amount of allowable impervious area per lot for the landowner to utilize over and above the roadways will be an adjusting amount from 3,600 square feet to 36,000 square feet,however none will exceed 24%of the lot area. The area of the subdivision is 19.26 acres. The total impervious area for the subdivision is approximately 4.02 acres,which is 20.08%of the total area. The predevelopment rate of runoff for the subdivision is calculated as 39.1 cfs and the post development rate of runoff is calculated as 40.1 cfs.
