The above results for OF-001 are from the drawdown of the basin upstream of OF-001, performed on July 31, 2023, in
order to conduct proper maintenance (i.e. accumulated sediment removal) of the basin. In accordance with January 18,
2022, guidance provided by Michael Lawyer and Paul Clark with NC DEQ DEMLR, the discharge of stormwater from
the basin drawdown to an outfall/surface waters of the state are authorized under General Permit NCG020000.
Additionally, if monitoring under conditions NCG020000 has not occurred for the current monitoring period, then the
drawdown discharge should be sampled and monitored accordingly. Results of sampling are provided in this DMR
submittal.
Please accept this correspondence as the required written notice of benchmark exceedance, as required under NCGO2 Section F-9
Table 6; during Qtr 3, 2023. The benchmarks for Total Suspended Solids (TSS), Settleable Solids (SS), and Turbidity were exceeded
at outfall 001. The following precautions were taken to minimize loading to the outfall/stream during drawdown of the basin:
• Drawdown from the top of the basin via pump with skimmer attached;
• Filter bag attached to the pump discharge
• Sample taken from filter bag discharge
Please be advised that this outfall was under Tier II status prior to the July 31 sampling. Given the results the outfall shall remain in
Tier II Status until three consecutive samples are under the benchmark or are inside the benchmark range for all parameters.
Upstream SCMs were cleaned out during this sampling event and 3M Pittsboro plans to resample this outfall during the next
measurable storm event which produces a discharge.
Additionally, please note that this notification of exceedance is being submitted after the 14 day requirement. However, 3M
Pittsboro conducted a stormwater management inspection of all outfalls on 8/11/2023. The basin was returned to normal capacity
following the July 31, 2023 cleanout, and no other items of concern were noted.
