Dear Mr. Tankard,
On behalf of Stewart Cooper Newell Architects, Timmons Group is requesting a confirmation of
the stream origin/buffer applicability determination for the Craven Community College — Public
Safety Center site (the Site).
The Site encompasses approximately 31.4 acres and is located at Executive Parkway, New
Bern, North Carolina within Craven County (Figure 1. Vicinity Map). The Site is composed of
Craven County Parcel Identification Numbers (PIN) 8-217-7003 and 8-217-7004 (Figure 4.
Parcel Map). The Site consists of an open field, one earthen road, and mixed hardwood and
pine forested areas. The Site is bound by Executive Parkway and industrial areas to the north,
forested areas to the east, south, and west.
The Site is located within the Headwaters Bachelor Creek subwatershed (Hydrologic Unit Code
[HUC] 030202020605) in the Neuse River Basin. The Site drains to the north via surface flow to
Deep Branch, which has a NC Division of Water Resources (DWR) Stream Index Number of 27-
98-2.1 and a Stream Classification of C;Sw,NSW. The Site is not located within a Federal
Emergency Management Agency (FEMA) 100-year floodplain according to FEMA Flood
Insurance Rate Map (FIRM) Panel 3720554000K (effective 06/19/2020).
A delineation of the Site was conducted by Timmons Group Senior Environmental Scientist Nick
Tudor and Environmental Technician Emory Quillian on June 27 and July 25, 2023, to identify
potential features subject to riparian buffer rules. The Site was delineated based upon the
methodology outlined in the 1987 U.S. Army Corps of Engineers (USACE) Wetland Delineation
Manual and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual:
Atlantic and Gulf Coastal Plain (Version 2.0). In addition, streams were delineated based upon
the methodology outlined in the DWR Methodology for Identification of Intermittent and
Perennial Streams and Their Origins (Version 4.11).

Based on our field investigation, two potential ditch features totaling approximately 1,075 linear
feet in size were identified within the Site. The delineated features are depicted on Figure 6.
Wetlands and Waters of the U.S. Delineation Map. A review of the most recent U.S. Geological
Survey (USGS) topographic map (Jasper, 2022) and published version of the Craven County
soil survey map (1989) indicates no features would be subject to riparian buffer rules (Figure 1.
Vicinity Map, Figure 5. NRCS Soil Survey Map). Although it is not within the Site limits, due to its
vicinity to the project, one feature just northwest of the site may be subject to riparian buffer
rules.
