The proposed impacts are below notification thresholds for the NC Division of Water Resources (NCDWR) and the proposed riparian buffer impacts are considered "Deemed Allowable." A courtesy copy of this application is being submitted to NCDWR. Project Purpose and Location The purpose of the Project is to construct a residential subdivision with associated attendant features (roads, utilities, and other infrastructure). The +/-112.45-acre Project is located at 4067 NC Highway 56, northwest of Franklinton in Granville County, NC. The coordinates of 36.1380°N, 78.5473°W generally correspond to the center of the Site. The Site is within the piedmont region of North Carolina and within the Tar -Pamlico River Basin (HUC 030201010204). Project Detail The proposed Project involves construction of a residential development with attendant infrastructure. Impacts to jurisdictional streams are proposed to reach upland portions of the Site for development. Access to the Site will be provided by one road connection to the existing Highway 56 to the south. The Project proposes to utilize on -site well and septic systems for drinking water and wastewater treatment, respectively. The Site is undeveloped and consists primarily of undisturbed forested areas. The tree canopy consists of mature pines in the upland areas and hardwood trees dominate the drainages. The drainages on the property are comprised of mature pines and hardwoods. Land use in the vicinity includes residential, agricultural and forested land, and undeveloped land. Proposed permanent stream impacts will result from the extension of an existing culvert under NC Highway 56 to widen the road to provide a deceleration lane to enter the development as required by the NC Department of Transportation (NCDOT). The NCDOT has agreed to a reduced shoulder width from 8 feet to 7 feet. Proposed permanent stream impacts total 18 LF (72 SF / 0.001 acre) to extend the existing culvert at the inlet and outlet and widen NC Hwy 56. A riprap dissipator pad at the culvert outlet is proposed as permanent — no loss impacts totaling 7 LF. The riprap will be keyed into the banks and will be installed flush with the existing stream bed elevation. Temporary stream impacts due to dewatering to extend the culvert will be 10 LF. Total riparian buffer Forest Ridge Subdivisio Page 1 of 3 impacts are 1,303 SF (0.03 acre) to extend the culvert and widen NC Hwy 56. Potential sanitary sewerlines to reach additional septic areas will be directionally bored under the riparian buffer and streams resulting in no impacts. Typical equipment used in residential construction and utility projects (i.e., backhoes, excavators, dump trucks) will be utilized. The proposed project is a low -density project and is within a portion of Granville County that lies outside of the Falls Lake watershed; therefore, no stormwater management plan is required. According to the US Fish and Wildlife Service (USFWS) Information for Planning and Consultation (IPaC) database, seven threatened and endangered species, one Proposed Endangered species, one Candidate species, and the bald eagle are listed as potentially present on the Site. A review of the NC Natural Heritage Program (NCNHP) database indicates there are no known occurrences of threatened or endangered species on or within 1.0 mile of the Site (NCNHP database report, August 16, 2023). There is no habitat for Neuse River waterdog, Carolina madtom, Atlantic pigtoe, or dwarf wedgemussel on the Site. The substrate in Stream SA (Ford Creek) is dominated by sand with few gravel and cobbles. Streams SB, SG, and SH flow into an off -site pond which separates these reaches from the ISRs with a dam. Streams SD, SE, SF, and SJ do not exhibit the preferred hydrological characteristics (intermittent flow, low velocity). Potentially suitable habitat for yellow lance is present within Stream SA. The closest Identified Stream Reach (ISR) for yellow lance, Neuse River waterdog, Carolina madtom, Atlantic pigtoe, and dwarf wedgemussel is +/-4.5 miles (in the Tar River). Suitable habitat for harperella is not present on the Site. Potential habitat for smooth coneflower is present along the roadside shoulders; however, the soils on the Site are mapped as being moderately acidic to very strongly acidic which is not preferred by this species. Potential habitat for tri-colored bat (Proposed Endangered) and monarch butterfly (Candidate) is present on the Site. Multiple farm ponds of sufficient size to support foraging habitat for bald eagles are nearby the Site; however, no individuals or nests were observed during the Site visit. The Site is not listed as a historic property or within a historic district. No historic structures were observed on the Site. There are three historic properties within 1.0 mile of the Site. The three properties are listed as "Surveyed Only (SO). Figure 4 provides a graphical representation of nearby historic properties in relation to the Site. Project History A Site delineation was completed by Mr. Ryan Elliott and Mrs. Kim Hamlin of Sage Ecological Services, Inc. (Sage) in December 2021. A PJD request was submitted on August 8, 2022; however, a determination was not received (SAW-2022-01691). A Buffer Determination site meeting was held on June 29, 2022, with Ms. Alys Hannum of NCDWR. The Buffer Determination Letter is attached. Avoidance and Minimization A wetland, stream, and riparian buffer delineation were performed to identify environmentally sensitive areas on the Site prior to site design. The Project was designed to avoid & minimize impacts to jurisdictional features while meeting the goals of the residential development plan. Lots were positioned to avoid impacts to wetlands and streams. No wetland impacts are proposed. Minimization of NCDOT road design standards were agreed upon to reduce impacts to the stream and riparian buffer for the culvert extension. No other impacts to streams or riparian buffers are proposed. General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts. Equipment will be parked and cleaned in uplands away from jurisdictional areas. Work within jurisdictional areas will be conducted during periods when dry weather is predicted, and large bare areas of soil will be reseeded and protected as soon as practicable. Silt fencing and sediment basins will also be used to prevent sediment runoff into the stream and wetland areas. Project Impacts Impacts to jurisdictional Waters of the US will result from a proposed culvert extension and roadway widening to accommodate a right -turn lane required by NCDOT to access the Site. Extension of the existing culvert under NC Hwy 56 will result in permanent stream impacts of 18 LF (72 SF / 0.001 acre), permanent — no loss impacts for a riprap dissipater pad total 7 LF, and total temporary stream impacts total 10 LF for dewatering (SD) to install the culvert. Forest Ridge Subdivision Page 2 of 3 Impacts to riparian buffers on Stream SD will result from the culvert extension and road widening. Permanent Zone 1 impacts total 310 SF (0.007 acre) and permanent Zone 2 impacts total 147 SF (0.003 acre). Total riparian buffer impacts are 1,303 SF (0.03 acre). The proposed riparian buffer impacts are considered "Deemed Allowable" per 15A NCAC 02B .0734 11 (y) (i) (perpendicular road crossings impacting less than 0.1 acre of riparian buffer). Mitigation The proposed stream impacts are below mitigation thresholds. The proposed riparian buffer impacts are considered "Deemed Allowable." There are no wetland impacts. The probability of presence for each week is calculated as the number of survey events in the week where the species was +detected divided by the total number of survey events for that week. For example, if in week 12 there were 20 survey events and the Spotted Towhee was found in 5 of them, the probability of presence of the Spotted Towhee in week 12 is 0.2S. 2. To properly present the pattern of presence across the year, the relative probability of presence is calculated. This is the probability of presence divided by the maximum probability of presence across all weeks. For example, imagine the probability of presence in week 20 for the Spotted Towhee is 0.05, and that the probability of presence at week 12 (0.25) is the maximum of any week of the year. The relative probability of presence on week 12 is 0.25/0.25 = 1; at week 20 it is 0.05/0.25 = 0.2. 3. The relative probability of presence calculated in the previous step undergoes a statistical conversion so that all possible values fall between 0 and 10, inclusive. This is the probability of presence score. To see a bar's probability of presence score, simply hover your mouse cursor over the bar.
