Dear Mr. Conner:
On August 17, 2023, a site inspection was conducted for the Aquadale Quarry facility located at 12423 Old
Aquadale Road, Stanly County, North Carolina. A copy of the Compliance Inspection Report is enclosed for
your review. Austin Presson was also present during the inspection and his time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG070000 under Certificate of Coverage NCG070006. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Long Branch, class C waters in the
Yadkin Pee -Dee River Basin.
As a result of the inspection, the facility was found to be noncompliant with the conditions of the NCG070000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments,

Inspection Summary:
The Stormwater Pollution Prevention Plan (SWPPP) was developed and mostly complete but needs to be updated with the
current employees responsible for implementation of the SPPP and was missing the non-stormwater discharge inspection,
annual certification, and employee training since 2021. The facility outlet discharges to the mining permit's pond and
sampling is not required because it's reported on the NCG02 permit. An updated Stormwater Pollution Prevention Plan
(SPPP) with an annual certification, a non-stormwater discharge inspection and record of employee training for 2023 must
be submitted to the Mooresville regional office by November 17, 2023 or enforcement action may be taken. If you have
