Thank you for participating in last week's agency conference call. I have attached meeting minutes for your reference.
(Please do let me know if we missed any staff or misinterpreted a name). The minutes also include some additional
information on project issues that have been identified to date. As promised here are some instructions on how to
provide official comments to FERC. In all instances, please reference the project docket number(s) (PF15-5-000 for the
and PF15-6-000 for the ACID Project) with your submission.
(1) You can file your comments electronically using the eFiling feature located on the Commission's website
(www.ferc.Rov) under the link to Documents and Filings. With eFiling, you can provide comments in a variety of formats
by attaching them as a file with your submission. New eFiling users must first create an account by clicking on
"eReRister." You must select the type of filing you are making. If you are filing a comment on a particular project, please

Hello everyone,
My name is Kevin Bowman with the Federal Energy Regulatory Commission (FERC), and I would like
to initiate consultation with your agency regarding the Atlantic Coast Pipeline (ACP) Project and
Supply Header Project (SHP), two planned interstate natural gas transmission projects in
Pennsylvania, West Virginia, Virginia, and North Carolina. The FERC is the lead federal agency in
charge of conducting the National Environmental Policy Act review of the planned facilities and we
would appreciate your agency's assistance in evaluating potential environmental impacts, measures
to reduce impacts, and possible project or construction alternatives.
Atlantic Coast Pipeline, LLC (Atlantic) and Dominion Transmission Inc. (Dominion), the project
applicants, may have already contacted your office regarding the projects. I may have also met you
on previous meetings for these projects. As you may be aware, the projects include the construction
and operation of the following facilities (a project overview map is attached):
Atlantic Coast Pipeline Proiect
approximately 556 miles of variable diameter pipeline, consisting of:
o 293 miles of 42- inch - diameter pipeline in WV and VA;
o 181.5 miles of 36- inch - diameter pipeline in NC;
o 77.6 miles of 20- inch - diameter pipeline in NC and VA;
o 3.1 miles of 16- inch - diameter pipeline in VA; and
o 1 mile of 16- inch - diameter pipeline in VA.
three new compressor stations located in Lewis County, West Virginia; Buckingham County,
Virginia; and Northampton County, North Carolina.
nine meter stations, twenty -nine valve sites, and eight pig launcher /receiver sites.
Supply Header Proiect
approximately 3.9 miles of 30- inch - diameter pipeline in Westmoreland County, Pennsylvania;
approximately 32.8 miles of 36- inch - diameter pipeline in West Virginia;
modification of four existing compressor stations in Pennsylvania and West Virginia;
five valve sites and two pig launcher /receiver sites.
We are holding an agency conference call to begin dialogue and consultation on the projects. We
invite you to participate in the conference call which is schedule for July 10 at 1:00 EST. Dial -

This initial agency call will outline the FERC's pre - filing process, agency participation in NEPA review,
the proposed project schedule, and initial environmental concerns with the projects. The applicants
are not invited to this call; however, we may determine it beneficial to include the applicants in future
discussions with your office. If you feel other staff should be included on the call, please forward this
call invite. We ask that the conference call invitation only be forwarded to your staff that have
an interest or role in the projects. We also ask that non - government organizations are not
invited to this discussion. While we encourage NGOs to participate in the review of these
projects, we prefer this call is limited to agencies with permitting or regulatory oversight.
Atlantic and Dominion have been approved to use the FERC's pre - filing process, which encourages
agencies, affected landowners, and other stakeholders to participate early in the project's review
process. The pre - filing process is expected to continue until September 2015, when the applicants
plan to file a final application with the FERC. The applicants recently filed draft application materials
with the FERC, which include a series of resource reports that describe the projects potential
environmental and human impacts, as well as Atlantic's and Dominion's proposed mitigation
measures. Dominion's resource reports are available on their website here (scroll 3/4 the way down
the page). We are utilizing this draft information to evaluate the project and begin preparation of an
Environmental Impact Statement. We encourage your office to review relevant materials and
provided us your concerns or comments on the project, including comments on Atlantic's and
Dominion's proposed mitigation measures.
