HomeMy WebLinkAboutWQCSD0768_NOV-2023-DV-0180 Response to Notice_20230824RESIDENTIAL August 24, 2023 To: Mr. Kevin Fowler North Carolina Division of Environmental Quality Division of Water Resources Raleigh Regional Office 3800 Barrett Dr. Raliegh, NC 27609 RE: Incident Number 202300567 Mr. Fowler Thank you for returning our call regarding the communication that was received from your office dated June 12th, 2023 concerning the sanitary sewer overflow, Incident Number 202300567. Per our conversation the requested information and time line is shown below along with the work that was done to remedy this issue Sunday, February 19th We were notified by a neighboring resident on or about 5:18pm that stated we needed to check the lift station because of a smell of sewage in the area. Our on -site Maintenance Supervisor was then dispatched to the lift station and found the lift station was not in alarm and appeared to be operating normally. Monday, February 20th The lift station was checked again at approximately 8:30am and again there was no alarm and or problems noted with the lift station. At approximately 3:34pm another check of the area was conducted by our onsite team and at this time it was noted that the manhole located approximately 80 feet west of the pump station was overflowing. It should also be noted that this manhole is located in a required natural area GCI Residential, LLC • 107206 Sikes PI., Suite 150 • Charlotte, NC 28277 • 704-375-4509 / 440-429-7930 Direct tingram@gciresidential.com with vegetation growing over and around it and would not have been seen without someone physically walking through this underbrush. At this time the City of Wake Forest was notified as we were under the impression that this was a city owned line and they in turn notified Wake County. At approximately 6:46 the on -site personnel were notified by the Wake County personal that responded that this was a privately owned line and that they were able to restore some flow to the mainline but that it would need additional work to be properly cleared to prevent further overflow and possible contamination of the stream running adjacent to the property line. At this time the company that handles the pump station maintenance, Progressive Commercial Services, was notified that they would need to come check the line and pump station. Upon their arrival it was noted that the mainline feeding the pump station was flowing and the pump station was operational and due to the location of the manhole and surrounding conditions that they would return the next morning to clean the area and further jet the line as needed. Tuesday, February 2V Progressive Commercial Services arrived on -site at or around 9:44 am. Upon their arrival the plan to clean the affected areas was discussed and put in to place. Before any work was started, silt socks and stakes were placed along the creek bank to prevent any contamination to creek. Areas that were affected by the overflow were then washed down and vacuumed with a pump truck to remove any sewage and other debris. Once area was cleaned as thoroughly as possible it was treated with lime. After the area was cleaned, more attention was put to the mainline feeding the pump station. This line was jetted again removing large amounts of grease and other debris from the line and then checked again for proper flow. After this was all completed there was another visit from Wake County. On this visit there was nothing further communicated as to any other work that would need to be done. There was already a preventive maintenance contract in place for the lift station. This contract has been in place for a few years and provides service on a bi-monthly basis and includes the following: • Pit is pumped down completely and then washed down • Wash down includes pumps, floats, and pit walls until clean • Pumps are checked for operation and obstructions • All electrical connections and pump controls are checked to insure proper operation • Any issues are reported to property personnel for repairs. Since this incident we have placed the main line feeding the lift station on a routine preventive maintenance program so it is jetted and cleaned a minimum of twice per year. We also removed the vegetation from around the manhole and created a path from the lift station to the manhole so it is clearly visible.
