Footnotes:
When using the Division SA/DA tables, the correct SA/DA ratio for permanent pool sizing should be computed based upon the
actual impervious % and permanent pool depth. Linear interpolation should be employed to determine the correct value for non-
standard table entries.
In the 20 coastal counties, the requirement for a vegetative filter may be waived if the wet detention basin is designed to provide
90% TSS removal. The P:CDENR BMP manual provides design taoles for both 85% TSS removal and 90% TSS removal.
II. REQUIRED ITEMS CHECKLIST

documentation is attached. If the applicant has designated an agent in the Stormwater Management Permit

III. WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT
The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the

Maintenance activities shall be performed as follows:
1. After every significant runoff producing rainfall event and at least monthly:
a. Inspect the wet detention basin system for sediment accumulation, erosion, trash accumulation,
vegetated cover, and general condition.
b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within
2 to 5 days as designed.
2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative
cover to maintain a maximum height of six inches, and remove trash as needed.
3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain
proper functioning.
4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is
reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of
in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e.
stockpiling near a wet detention basin or stream, etc.).
The measuring device used to determine the sediment elevation shall be such that it will give an accurate
depth reading and not readily penetrate into accumulated sediments.
When the permanent pool depth reads `% 5 feet in the main pond, the sediment shall be removed.
When the permanent pool depth reads ' -5 feet in the forebay, the sediment shall be removed.

and the below water surface stage -storage chart, revised as follows:
1. Attached find the revised stage -storage chart. You were correct in your
assumptions, but I changed the headings so that they more clearly reflected
that the volume was the total, main plus foreba y . ! also had to modify the
values and line work on the drawings because of the 10' shelf area.
2. 1 labeled the permit numbers on the cover sheet as requested, including the
Wal-Mart number.
3. Modified the drawings on sheets 2 and 3 to reflect a 10' vegetated shelf.
As always, if you have any questions or comments, please feel free to call me.
Thanks for your consideration in this matter.
Sincerely,
David S. Hollis, PE, PLS

Dear Ms. Alexander:
The Wilmington Regional Office received a Stormwater Management Permit Application for
Ocean Gate Plaza at Westgate on November 7, 2005. A preliminary review of that information
has determined that the application is not complete. The following information is needed to
continue the stormwater review:
,P0-Yk}- 1.:,, lease clarify the stage -storage table column headings for the pane °Rpinuu

35,781 cu ft total labeled "Main Pond Volume" is the total basin volume (main
plus forebay).
2. Tease label the previously approved permits (SW8 numbers) on Sheet 1 at each
a I ble area. Numbers that I am aware of are: (a) SW8W403, Ocean Gate

3. lease provide the pond with a 10 ft wide minimum vegetated shelf at a 6:1 slope

0-7,$h Section 1.3 of the April 1999 BMP Manual.
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to December 1, 2005, or the
application will be returned as incomplete. The return of a project will necessitate resubmittal of
all required items, including the application fee.
if you need additionai time to submit the information, please mail or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The

Dear Mr. Farrell:
This correspondence is in reference to the project referred to herein as the Ocean Gate Plaza at
Westgate, located off of Westgate Drive, Leland, Brunswick County, North Carolina. Our client
is proposing a stormwater pond to handle runoff from proposed development in the area.
In order for our client to secure state permits for sedimentation and erosion control, as well as
stormwater, we are requesting your review of this set of plans and profiles which include a
preliminary delineation which we are in the process of completing on the balance of the site. We
will be requesting a jurisdictional determination on the remainder of the wetland delineation in
the future. However, we only require that you review our preliminary determination at this time.
If you have any questions or need additional information, please call me at 910.452.2711.
