Thank you for your kind words regarding the recent Home Builders meeting. I appreciate your
willingness to allow me to get a few things out in the open regarding the process and the
deficiencies in the applications. I also appreciate your willingness to invest a few minutes of
your time reviewing the packages for your projects before the consultant submits them. It will
be well worth the time investment.
I've done some checking of the Westgate application and have found that a number of factors
influenced the process. At the time this application was first being considered for Express, we
had a long backlog of proiects. In August of 2006. we took in over 60 Express projects. Clearly,
this was too many for the reviewers to schedule in a timely manner, and as a result, the
submittal dates were being pushed out into November and December. We also lost one of our
Express reviewers, so we had to temporarily reassign Rhonda to Express. While the protracted
submittal date was certainly not what the Express program envisioned, it was the reality of our
situation at the time. The agreed -upon review date for this project was December 12, 2006.
This is the date to consider when determining the length of time that this application took to
review, not the date of the first pre -application meeting. The time period from scheduled review
date to issue date is less than 3 months.
The application was received in our office on November 21, 2006, in the hopes that if her
schedule opened up, Mary Jean could review the project before the scheduled review date.
She was able to review it on November 30, 2006, for some of the more obvious deficiencies,
such as whether it should be one permit or two, and to clarify the ownership. This information
was apparently resubmitted on or about December 1, 2006. When Mary Jean got backed up
with her reviews, Rhonda was assigned to review it, but I am not sure what date she received
the application. She reviewed the application on January 3, 2007, which was .less than 30 days
after the scheduled review date. There were 2 subsequent rounds of comments between your
consultant and Rhonda, but each time the additional information was submitted, it was
reviewed within 10 days of receipt. The last additional information was received on February
27, 2007, and the permit was issued 5 days later on March 5, 2007.
There was also a question of the one new project (originally assigned project number SW8
060859), actually being a modification to two projects, SW8 051112, and SW8 980403,as well.
Rhonda eventually straightened it all out and both permits were modifieu and issuer' on the
same day, justifying the need for the second $4000.00 Express fee.

Taking all of this information into consideration, I cannot recommend that the
Division refund any of the express fees. Had the application been complete when
it was reviewed on January 3, 2007, a permit would have been issued that day,
which would have been less than 30 days after it's scheduled review date, well
within the expected time frame for Express. We have since implemented new
procedures, which should facilitate and shorten the process even more.

Dear Linda,
Thanks so much for taking the time to meet with all of us from the Home Builders
Association yesterday. I think we are heading in the right direction on this issue.
I'll look forward to future progress. I will also know what to expect from my
engineers when they submit an application to your office. On most all of my
permits I review them before they submit, so I should be able to make sure what
they send you is complete.
As we discussed I have enclosed a copy of my history for obtaining the permit for
Westgate. I would greatly appreciate any help with getting our fast track fees
refunded. I'm just not sure how this one got so far off track.
