Necessi& Narrative Lenoir County Public Schools currently owns and operates a 0.018 MGD wastewater treatment system (NC0032565) located at North Lenoir High School which discharges into an unnamed tributary to Wheat Swamp. The existing system has ongoing and documented deficiencies related to both the flow and element parameters exceeding their permitted capacities. After an on -site visit, it is believed that central sources of the deficiencies stem from use of the plant beyond its useful service life and a high degree of solids and total suspended solids passing though the treatment train. Solids are allowed to pass through the train given the high degree of material loss due to rust and corrosion. Issues have also arisen from the intermittent use pattern of the plant. Given the nature of the influent flow being limited to use during school hours and the school calendar, the plant experiences large windows of time in which there is no influent flow entering the plant. Without a consistent feed, the plant struggles to maintain harmonious mixed liquid which impacts its ability to efficiently treat the influent waste stream. These deficiencies have led to multiple Notice of Violations and Civil Penalties issued by the North Carolina Division of Water Resources. The Wooten Company has evaluated two primary alternatives with a goal of assisting Lenoir County and Lenoir County Schools to alleviate the ongoing treatment issues of the North Lenoir High School WWTP. Through the analysis of these alternatives, the County has chosen to decommission the existing North Lenoir High School WWTP and discharge the wastewater from North Lenoir High School into the City of Kinston gravity collection system via a new transmission system. V. Certification Lenoir County Public Schools wishes to replace the existing WWTP with a new pump station and merge assets with the City of Kinston to reduce the risk of failing to meet permit treatment requirements. Included this application is a technical memo prepared by The Wooten Company for Lenoir County Schools which provides a comparison of feasible alternatives to alleviate the ongoing treatment issues of the North Lenoir High School wastewater treatment system. VI.
