Dear Mr. Baker:
A final de-commissioning inspection of the Richlands Wastewater Treatment Facility was conducted by
Joanne Steenhuis from this office on June 25, 2015. This inspection was to verify that the facility was
properly cleaned and had been disconnected and/or concreted from the influent and effluent pipes as
required in 15A NCAC 02T.0105(j). The findings and comments noted during this inspection are provided in
the enclosed copy of the "Water Compliance Inspection Report".

ONWASA requested a final inspection for the de-commissioning of the plant so they could request the
permit be rescinded. The inspector checked the influent and effluent manholes and they had both been
concreted. The ORC also stated(and sent pictures)that in influent and effluent pipes had been
physically separated from the plant.The headworks, clarifiers, oxidation ditches, aeration tanks etc..
had all been thoroughly pressure washed and cleaned. There was some water in one of the clarifiers
due to ground water infiltration,the ORC said it had been pumped out multiple times. The water was
obviously not waste as it was rusty colored.
This office supports the rescission of the permit.
