The existing conditions consist of forested land with an overhead utility easement bisecting the northeastern
portion of the property/phase. The general land use in the vicinity includes commercial development and forested
land to the north.

The purpose of the project is to construct a loop road that connects TW Alexander Drive and US Highway 70; this
loop road will provide access to the proposed commercial development.

The overall project of Phase 1 will include the loop road, retail space, parking and stormwater BMP's. Equipment
to be used will include excavators, bull dozers and other typical equipment used for land clearing, construction
and excavating.

1. Avoidance and Minimization

The location and geometry of the proposed Loop Road is based on guidance from the NC Department of
Transportation. Per NCDOT requirements, the Loop Road needs to be constructed to accommodate the future
interchange of US 70 and TW Alexander Drive.

The site plan will require an Erosion & Sediment Control plan that will include measures to protect water quality
during construction activities. Additionally, seeding will take place to provide permanent vegetation to stabilize the
slopes after construction.

dispute a determination made by the DWR or Delegated Local Authority may request a determination by the

Wildlands Holdings II, LLC has reserved the above mentioned Riparian Buffer Credits from the WEI — Neuse 01
Nutrient Offset and Buffer Umbrella Bank - Buck Swamp Parcel and /or Caraway Creek, (DWQ Project #: 2012-
0144), to satisfy the Riparian Buffer mitigation requirements related to the above mentioned project. The
Project is located within the service area (HUC 03020201- non - Falls) of the Bank.
Wildlands will have the required Riparian Buffer credits available after NC DWR issuance of the first release from
our new Caraway Creek bank. Closing is scheduled for August 4, 2015 and the release is expected within a week.
An invoice for this transaction will be sent as soon as we are in receipt of the Riparian Buffer Authorization
Approval from NC Division of Water Resources. Final transfer of the credits will be made upon full receipt of
your payment to Wildlands Holding II, LLC, at which time a credit transfer certificate verifying your credit
purchase will be issued to the North Carolina Division of Water Resources and to you for your records.
