Project Information & Prior Project History Item #3a: Existing Condition There are two primary water lines associated with this project serving 1) Pharr Mill Road and 2) Rocky River Road. The two water lines will be constructed within: a proposed easement; within an existing NCDOT maintained corridor. Item #3e: Project Description and Equipment The water lines will consist of the following: 1. Pharr Mill Road - Approximately 5,491 LF of 12 -inch DIP water line; 2. Rocky River Road - Approximately 1,854 LF of 16 -inch DIP water line; and, 3. Various appurtenances for a successful project completion. Typical equipment expected to be used includes, but is not limited to; track hoe excavator, backhoe, frontend loader, etc. The proposed water lines will connect to existing water lines and will be constructed in several segments. The water line along Pharr Mill Road will connect to the existing 12 -inch water line near Sequoia Hills Dr. It will traverse southward on the east side of Pharr Mill Road and connect to the proposed 16 -inch water line on Rocky River Road. The water line along Rocky River Road will connect to an existing 16 -inch water line near Pembrook Road. It will traverse eastward on the north side of Rocky River Road and terminate near Lower Rocky River Road. At a later date, an additional water supply interconnect will be made with the City of Concord at this location. PA The alignment for the proposed water lines were determined based on the existing water line locations, existing buildings, existing infrastructure such as overhead power lines, roadways, underground utilities, and topography. PCN Section C. Proposed Impacts Inventory Item #3i: Description of Proposed Stream Impacts There will be no permanent stream impacts. There will be 1 temporary stream impact of 15 linear feet. A temporary stream crossing is not proposed as the adjacent NCDOT bridge provides a means to transport equipment and material across the stream. The construction details contained in the plan drawings depict stream bank and bed stabilization. While rip -rap is proposed within the stream bed, it will be placed beneath a 12" thick layer of in situ soil material. PCN Section D. Impact Justification and Mitigation Item #1a & #1b: Avoidance and Minimization To minimize impacts to surface water resources during project construction and maintenance; an approved sediment and erosion control plan will be included in the project's final design plans; in locations where water line installation across streams uses "open cut" method, crossings will be as close to perpendicular as possible, completed during low flow events, and monitored at least every three months for maintenance during the first 24 months following construction and annually thereafter; insecticides and herbicides will not be used within 100 feet of perennial streams or within 50 feet of intermittent streams or within wetlands and floodplains associated with those streams. Ongoing on -site construction inspections will ensure that construction contractors are following all approved plans. PCN Section F. Supplementary Information Item #8b: Flood Zone Designation Portions of the proposed water line are located in the FEMA 100 -year floodplain of Back Creek. The water line will be installed below grade at the crossing of Back Creek. Stockpiling and disposal of material or spoils from excavation of the water line will not be temporarily or permanently stored inside the FEMA 100 -year floodway.
