Thanks for your interest in the In-Lieu Fee Program. We review requests on Tuesdays and so if you would, please
complete the request form located on the DMS Website.

I can then provide you with an acceptance letter for Kyle to use as he reviews your permit application. Once the permits
are issued I provide an invoice based on the mitigation required by the COE/DWR.
For this area, you would be looking at the lower fees that are listed on the Web page for wetlands- but we don't take a
payment until after it's permitted and invoiced. You will need to confirm with Kyle which wetland type is being impacts-
riparian or non-riparian....you would use the quarter acre price to estimate the total cost.

You have to mitigate for the entire impact, 0.137 acres.
The only available provider is the DENR-Division of Mitigation Services in-lieu-fee program and you can contact Ms. Kelly
Williams at kelly.williams@ncdenr.gov . She will be able to tell you what credits are available in the 3020130 HUC.

This correspondence is to notify you that the application you submitted for Bill Clark Homes of Greenville, LLC. for
impacts to jurisdictional waters and wetlands at the Brandy Creek South Subdivision is incomplete. Please provide the
following information:
Mitigation statement: As indicated in the Nationwide Permit 14
(attached) for impacts exceeding 0.10 acres mitigation will be required at a minimum of 1:1 for approved impacts.
(Nationwide Permit Conditions; 23(c))
Due to the quality of the jurisdictional waters and wetlands being impacted the US Army Corps of Engineers (Corps)
will not require mitigation higher than a 1:1 ratio for the requested impacts of 0.137 acre if the applicant proposes to

purchase credits from a mitigation bank or in-lieu-fee provider. If your client is proposing permittee responsible
mitigation please provide a mitigation plan for Corps review.
