Facility Summary
Greensboro Terminal is an industrial facility (flow < 1 MGD) operating a Surface -Water Pollution Control
System for stormwater in proximity to above -ground storage tanks (ASTs) for surface bulk -storage of
petroleum hydrocarbon fuels in excess of one million gallons, and ethanol. The existing treatment
components at the facility are the following:
• Diked areas (secondary containment of ASTs and appurtenant piping)
• Truck loading rack areas
• Waste -holding tank (with optional pump -out for offsite disposal)
• Oil/water separators
• Settling pond (with point -source outfall)
• Discharge control valve, manually operated (normally closed)
Renewal Summary
This renewal contains the following changes in the draft permit:
• Corrected the parameter code for Oil & Grease from [00556] to [00552].
• Removed footnote for Naphthalene in A. (1).
• Updated footnote for Turbidity in A. (1).
• Updated Section A. (2) and corresponding footnote in A. (1) with correct language for Annual,
Acute 24-hour WET testing [TAE6C], per permitting guidance for Petroleum Bulk -Storage
facilities.
• Added limits for Total Lead and increased monitoring to Monthly in A. (1) Effluent table as the
RPA shows a reasonable potential to exceed water quality standards.
• Added Section A. (4) Compliance Schedule for new Lead limits and monitoring, as well as
corresponding footnote #6.

• Updated A. (5) and footnote #1 in Section A. (1) to reflect current federal requirements for
Electronic Reporting of Discharge Monitoring Reports.
Changes from draft permit to final:
• After a review of the corrected data submitted for this facility, the limits for Total Lead have been
removed from the final permit. The corrected data shows no reasonable potential for Total Lead to
exceed water quality standards. Monitoring is being reverted back to Quarterly, per previous
permit.
• Compliance Schedule section has been removed as the limits for Lead are no longer in the final
permit.
• Updated Section A. (2) and corresponding footnote in A. (1) with language for Annual, Acute 24-
hour Pass/Fail WET testing [TGE6C], per discussions with ATB.
Compliance History
Greensboro Terminal has had no enforcements or violations during the past permit cycle. The most recent
inspection (May 2023) showed the facility to be in compliance.
Whole Effluent Toxicity (WET) Testing
In accordance with current permitting strategies for Petroleum Bulk -Storage facilities (see Sept 2005
Strategy), WET testing is required in this permit as an Acute, Pass/Fail 24-hour WET test with Fathead
Minnow (Pimephales promelas). Based on feedback from ATB, the Acute test for Bulk Storage facilities
discharging to freshwater has been changed to TGE6C at 90%.
This facility has passed all toxicity tests over the past four years and will therefore continue to test
Annually. However, if the permittee fails any toxicity test, they will be required to test each subsequent
discharge until receiving a "pass" result, and monitoring will be changed to Quarterly thereafter.
Reasonable Potential Analysis
A reasonable potential analysis (RPA) was conducted on effluent toxicant data collected between October
2018 and April 2023. A flow of 0.12 MGD was used in the RPA based on the maximum, monthly average
flow during the past three years.
Data for five parameters (Lead, Xylene, Naphthalene, MTBE and Phenolics) was originally reported in the
incorrect units from October 2018 through October 2020. The ORC has submitted corrected eDMRs for in
the process of submitting corrected eDMRs. There were also a few inconsistencies with the data for Total
Recoverable Phenolics that were confirmed after a review of lab reports and corrected. See the tables and
email conversations attached. Based on the corrected data, a new RPA was conducted and appropriate
changes to the permit were made (see summary below).
Based on this analysis, the following permitting actions are proposed for this permit:
• Benzene — effluent data showed no detections; monitoring kept at Monthly per current permitting
strategy for Petroleum Bulk -Storage facilities.
• Toluene — effluent data showed no detections; monitoring kept at Monthly per current permitting
strategy for Petroleum Bulk -Storage facilities.
• Ethylbenzene — effluent data showed no detections; monitoring kept at Monthly per current
permitting strategy for Petroleum Bulk -Storage facilities.
• Xylenes Mixture — effluent data showed no detections; monitoring kept at Monthly per current
permitting strategy for Petroleum Bulk -Storage facilities.
• Naphthalene — effluent data showed no detections; monitoring kept at Monthly per current
permitting strategy for Petroleum Bulk -Storage facilities.

• MTBE — effluent data showed no detections; monitoring kept at Quarterly per current permitting
strategy for Petroleum Bulk -Storage facilities.
• Phenolic Compounds — effluent data did not show a reasonable potential to exceed WQS of 300
µg/L; monitoring kept at Quarterly as it was detected.
• Total Lead — a review of the corrected effluent data showed that there were no detections and there
is actually no reasonable potential to exceed WQS; limits have been removed from the draft permit,
however Quarterly monitoring is being maintained
Comments on Draft Permit
• ATB stated that the previously recommended WET test [TAE6C] was for a multi -concentration test
instead of Pass/Fail. After further discussions with permitting staff, it was decided that for these
types of facilities (i.e. Bulk Storage, simple wastestream) going to freshwater, the recommended
test should be Acute, 24-hr Pass/Fail with the Fathead Minnow at 90% effluent concentration
[TGE6C]. The permit has been updated accordingly for issuance.

Environmental Management Commission proposes to issue a NPDES
wastewater discharge permit to the person(s) listed below. Written com-
ments regarding the proposed permit will be accepted until 30 days after
the publish date of this notice. The Director of the NC Division of Water
Resources (DWR) may hold a public hearing should there be a significant
degree of public interest. Please mail comments and/or information re-

stormwater/wastewater to an unnamed tributary to Horsepen Creek in
the Cape Fear River Basin. Currently, Total Suspended Solids, Turbidity,
and Lead are water -quality limited. This discharge may affect future allo-
cations in this segment of LIT to Horsepen Creek. Buckeye SE Terminals
[2970 Parrott Ave NW, Atlanta, GA 303181 has requested renewal of per-
mit NC0074578 for Greensboro Terminal 1 [115 Chimneyrock Rd] located
in Guilford County. This permitted facility discharges treated
stormwater/wastewater to Long Branch in the Cape Fear River Basin. Cur-
rently Total Suspended Solids and Turbidity are water quality limited.
This discharge may affect future allocations in this segment of Long
Branch.

Yes, please submit corrected DMRs for the months where the data was reported with incorrect
units.
I also want to quickly confirm the data for Total Recoverable Phenolics, as there appear to be similar
inconsistencies after November 2020. Are the below data points supposed to be in ug/L or mg/L?
They were all reported on the DMRs in ug/L.

data being reported before November 2020 should've been reported with the units of'mg/L' instead
of'ug/L', but I wanted to confirm with y'all. If you have electronic copies of the lab reports for the
months from October 2018 through November 2020, you can send them to me and I can continue
processing the renewal without any delay. Ron Boone should be able to assist you as well. Whatever
works best for you!

I am the terminal manager for Greensboro, and submit the DMR each month. I took over the data
input around the time that these parameters seemed to change. I believe that I must be converting
from ug/I to mg/I or vice versa. I have an inspection on Wednesday of next week with Ron Boone. I
will have him go over the reporting to ensure that I do it the correct way. I apologize for reporting
incorrectly, and will resubmit any and all DMR that were wrong. Thanks for bringing this to my

I'm the permit writer assigned to the NPDES permit renewal for the Greensboro Terminal
(NCO071463). During my review, I noticed some oddities with the reported values for a few
parameters. The tables in the document attached show the data we currently have for Lead,
Naphthalene, Xylene, MTBE, and Total Recoverable Phenolics from October 2018 through March
2023 based on the submitted DMRs.
Beginning in November 2020, these values appear to change significantly. Please review all of the
data in the tables provided in the attached document and confirm whether these values and the
reported units of measure are correct for each.
This information is necessary to continue with the renewal process. Please respond to this e-mail no
later than June 26, 2023. If the DMR data is incorrect, you will need to submit revised DMRs to the
Division. If you have any questions, please let me know.

That change is correct. It was a typo, and should have been non exceedance. As you can see, we
have never had an occurrence of lead over the permit limit. This was reported in error the first time.
It was time consuming, but I did get everything corrected. I apologize that things weren't reported
properly in the past. I have a handle on it now.

Hi Russell,
Thanks for following up! After a review of the data, the only concern I have is regarding a changed
data point for Lead. The original data indicated that there was a reasonable potential for the
exceedance of Total Lead water quality standards, and therefore a limit for Lead was added into the
draft permit. With the newly corrected data, the data point for 11/22/2019 changed from 9 ug/L
(detection) to < 5 ug/L (non -detection). Is this change correct?
All of the other data looks to be consistent now. Thanks for taking the time to submit corrected
DMRs!
