Dear Mr. William Wilson,
On May 4, 2023, staff of NC Department of Environmental Quality (DEQ) Division of Water
Resources (DWR), Water Quality Regional Operations Section (WQROS) inspected the
Wilson Swine Farm waste disposal system. We wish to thank Doug Neimond, Technical
Specialist, who was present during the inspection,
As a result of this notification, you are hereby notified that, having been permitted to have a non -
discharge permit for the subject animal waste disposal system pursuant to 15A NCAC 2T .1304, you have
been found to be in violation of your permit as follows:

Violation 1
A vegetative cover shall be maintained as specified in the facility's CAWMP on all land application fields
and buffers in accordance with the CAWMP. No waste shall be applied upon areas not included in the
CAWMP or upon areas where the crop is insufficient for nutrient utilization. However, if the CAWMP
allows, then waste may be applied up to thirty (30) days prior to planting or dormancy. — [I 5A NCAC

On May 4, 2023, DWR staff during a Routine inspection documented the spray fields had insufficient
crops growing in the field. Some of the overseed was there but was weak and it looked like it was mainly
off type grasses and weeds and large sections of the fields were bare and brown.
Required Corrective Action for Violation 1:
Need to contact an agronomist to check your field and give a recommendation as to what to do to get the
field ready to utilize the nutrients.
Violation 2:
The collection, treatment, and storage facilities, and the land application equipment and fields
shall be properly maintained at all times. — [15A NCAC 02T .1304(b)] (Permit No. 100000

On May 4, 2023, Division of Water Resources (DWR) staff during a Routine inspection noticed
that both the reels had flat tires on the reel itself and the cart had a flat tire and wheels would not
turn freely on the cart. The tires on one of the reels had come off the wheel and had grass and dirt
on it which indicated it had been pulled around.
Required Corrective Action for Violation 2:
Both reels need to have the tires repaired and working properly along with the bearing in the tire
on the cart so you can pull it around in the fields.

The Division of Water Resources requests that, in addition to the specified corrective action
above, please submit the following items on or before 30 days from receipt of this letter:
1. A copy of what an agronomist has recommended and a plan to follow that
recommendation.
2. Pictures of the reels showing the tires repaired and in the correct working order,
Failure to comply with conditions in a permit may result in a recommendation of enforcement
action, to the Director of the Division of Water Quality who may issue a civil penalty assessment
of not more that twenty-five thousand ($25,000) dollars against any "person" who violates or
fails to act in accordance with the terms, conditions, or requirements of a permit under authority
of G.S. 143-215.6A.
