This manifolded force main is designed to discharge to the proposed Sanford Regional Pump Station which is to be constructed at the existing Town of Pittsboro Wastewater Treatment Plant after the plant is decommissioned. The project also includes construction of two duplex submersible sanitary sewer pump stations with access drives. The proposed 6-inch force main alignment, from Pump Station 1, will generally follow Moncure Pittsboro Road (SR 1012) southeast approximately 1,190 linear feet (LF) along the south side of the road to the intersection with International Woodyard Road (SR 1962). Similarly, the proposed 8-inch force main alignment, from Pump Station 2, will follow Moncure Pittsboro Road (SR 1012) northwest approximately 3,030 LF along the south side of the road. Near the intersection with International Woodyard Road, both force mains will discharge into a manifolded force main system which will convey flow north approximately 6,710 LF and discharge to an influent manhole at the proposed Sanford Regional Pump Station (SRWWPS). The proposed SRWWPS (ATC 020354A03) will be constructed at the current location of the Town of Pittsboro Wastewater Treatment Plant (WWTP) and will include the construction of a 18-inch force main (WQ0039910). The SRWWPS force main will discharge into the existing City of Sanford sanitary sewer system with an ultimate destination to the City of Sanford Big Buffalo WWTP (NC0024147). The Town of Pittsboro WWTP will be decommissioned as part of the authorization to construct the SRWWPS. 2.0 PROJECT PURPOSE The proposed pump stations and force main is intended to provide sewer service to the Del Webb at Chatham Park (Townsend) North development and adjacent Chatham Park properties, as well as future development areas. The project does not generate wastewater, so there is no permitting of new sanitary sewer flows. Permits for the new flows will be provided in future projects. Future flows, to be permitted under separate fast -track applications, will be primarily single-family residential units with a proposed small school. 3.0 PROJECT LOCATION AND ALIGNMENT The proposed 6-inch force main starts at Pump Station 1 (Parcel #89720) and extends southeast along Moncure-Pittsboro Road. The proposed 8-inch force main starts at Pump Station 2 (Parcel #7447) and extends northwest along Moncure-Pittsboro Road, towards Pump Station 1. Both force mains discharge into an 8-inch manifolded force main, which turns north and runs cross country behind the Potterstone Village development on Town of Pittsboro property or within a Town of Pittsboro easement. The manifolded force main includes trenchless crossings of Turkey Creek and Robertsons Creek, both to be installed via horizontal directional drill. The manifolded force main includes NCDOT roadway crossings of International Woodyard Road (SR 1962), which will be installed via open -cut, and of Moncure-Pittsboro Road (SR-1012), which will be conducted via bore and jack. The proposed pump stations, Pump Station 1 and Pump Station 2, are designed for a firm capacity of 0.29 MGD and 1.5 MGD, respectively. Pump Station 1 is proposed to have a 10' by 11.5' wet well, while the wet well at Pump Station 2 is proposed as 10' by 20'. Each pump station will include a wet well with two submersible pumps, meter vault with bypass piping, odor control with bulk chemical storage, electrical and control panel rack, and a generator. A permanent driveway will also be constructed at each pump station for access. In accordance with 15A NCAC 02T .01 14(f)(2), the Division has evaluated the request, and based on the data submitted, the Division hereby approves for use by Chatham Park Investors, LLC an adjusted daily sewage design flow rate with the following conditions: • The flow reduction is applicable to residential single-family dwellings only. • The minimum flow for I- and 2- bedroom dwellings shall be 120 gallons per day. • Each additional bedroom above two bedrooms shall increase the volume by 60 gallons per day per bedroom. • This flow reduction shall not apply to sewer extension applications and,. -'or permits for any other public or private organizations whose wastewater flows are or might become tributary to the City of Sanford collection system (WQCS00047) or the Chatham Park Water Recovery Center (NC0020354). Future sewer extension applications should be made using the flow reduction amount stated above. Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the vermit for the treatment facility or exceed the caacity of the sewers downstream of any new sewer extension or service connections . In accordance with 15A NCAC 02T .01 14(f), the Division periodically requires reassessment of wastewater flow data associated with the collection system or the receiving wastewater treatment plant as applicable to confirm the suitability of the approved flow reduction value. Chatham Park Investors, LLC shall submit documented, representative data in accordance with 15A NCAC 02T .0114(f)(1)(A-H) prior to November 30, 2032. Failure to submit the required data by this date will result in this flow reduction apgroval letter becoming null and void. Upon review of the data the Division shall either reapprove, modify or not grant reapproval for the previously approved flow reduction value. The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing and/or modifying the flow reduction as allowed by the laws, rules, and regulations contained in 15A NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or Federal regulations with respect to wastewater collection systems, protection of surface waters, and/or wastewater treatment.
