The mitigation proposal for the project in E. 313 of the EPCN indicates that the project is proposing 0.049 credits for
0.049 acre of impact. Mitigation for wetland impacts that result in permanent loss are typically required at a 2:1
mitigation to impact ratio, unless otherwise justified based on reduced aquatic function (NCWAM required as part
of that evaluation). I have attached the public notice that informed the public on the implementation of NCWAM.
Please provide justification to support the proposed 1:1 mitigation ratio for loss of wetlands. If the proposed 1:1
ratio is not supported by reduced aquatic function, then please revise the compensatory mitigation plan to include
an appropriate compensatory mitigation ratio.

need clarification before proceeding with verifying the use of Nationwide Permit (NWP) 29). Please submit the
requested information below (via e-mail is fine) within 30 days of receipt of this Notification or we may consider your
application withdrawn and close the file. Please email(matthew.k.martin@usace.army.mil) me if you have any
questions/concerns or would like to set up at time to discuss.
• In your application you note that mitigation will be provided by "EBX, Arrington Bridge III Site, in the Neuse HUC
03020201" for unavoidable impacts in addition to the 05/25/2022 NWP verification. Please provide the
statement of availability (SOA) from the mitigation banker.
