Mitigation for wetland impacts that result in permanent loss are typically required at a 2:1 mitigation to impact ratio, unless otherwise justified based on reduced aquatic function (NCWAM required as part of that evaluation). I have attached the public notice that informed the public on the implementation of NCWAM. Please provide justification to support the proposed 1:1 mitigation ratio for loss of wetlands. If the proposed 1:1 ratio is not supported by reduced aquatic function, then please revise the compensatory mitigation plan to include an appropriate compensatory mitigation ratio.
