Attached is a letter in response to the issues raised in your April 5, 2023 letter to Linco Partnership regarding
its property in Lincolnton, NC on which Celadon Recycling Solutions formerly operated a wastewater treatment
facility. As you will see Linco has accomplished a significant amount of work to abate Celadon incurred
violations and to restore the property, including dismantling the treatment system equipment.
You will also be receiving the Lagoon Close Plan from CDG Engineers (formerly Shield Engineering) later
today. Those efforts will begin upon recognition from the Division.
