SUBJECT: System Performance Annual Report
Dear Mr. Stevens:
Enclosed please find three copies of the System Performance Annual Report for the Town
of Jefferson WWTP, NPDES #NC0021709 and its outlying collection system, Permit#
WQ00220. This information pertains to calendar year 2014. The report was posted on
the Town's website www.townofjefferson.org on June 12, 2015. A notice of availability
was printed on each water bill, and also appeared in the local paper, The Mountain Times.
Copies of the report are available at Town Hall, 302 E Main Street and at the Jefferson
WWTP, 1233 Highway 16 South. Please note the reverse side of this mailing contains
public education material related to the control of Fats, Oils, & Grease as required by the
Town's collection system permit.

This is the PERFORMANCE ANNUAL REPORT,2014 edition for the Town of Jefferson
Wastewater Treatment Plant and its outlying sanitary sewer collection system, Permits
NC0021709 and WQCS00220 respectively. Our Mission Statement in managing our water
resources facilities is expressed in three areas:
1) To surpass all North Carolina and US EPA clean water standards
2) To operate in the most cost-effective manner possible for our customers
3) To protect and enhance the public health of the New River Basin
COLLECTION SYSTEM PERFORMANCE is critical to our river basin. We maintain about
18 miles of sanitary sewer lines and five pump stations. In 2014 Jefferson experienced no
sanitary sewer overflows. Your Water Resources personnel make ongoing efforts to maintain
about 18 miles of collection system. This year we hope to seal the interiors of some older
manholes that allow the water table to enter the collection system. Additionally, smoke testing
will continue to be performed at suspect locations to identify and repair mains and taps that could
be sources of groundwater infiltration.
WASTEWATER PLANT PERFORMANCE for 2014 has again been excellent. We are proud
to have a long history of compliance with all of our permit conditions. The average daily flow
treated at the WWTP was 0.245 mgd,which is about 41%of its design capacity. Your facility
discharges into a section of the New River designated as Outstanding Resource Waters. As a
result,our discharge permit has limits much stricter than many other facilities in North Carolina.
