This letter is in response to the NOV & Intent for Civil Penalty issues on July 24, 2023, for exceeding
the following parameters for May 2023:

In looking back through the data,the only explanation, I have for the parameters being exceeded is that we
are still receiving slug loads of Iron from the Towns WTP, which inhibit the biological treatment. We will continue
to work with the WTP to resolve these issues to prevent these parameters from continuing to be violated.The WTP
will soon have the actiflow unit online and we are hopeful that this will help with the slug loads we are currently
seeing. We are also still working with Synagro to ensure that the solids are getting removed from the WTP's lagoon
to help reduce the amount of Iron that gets released to the WWTP.
