In addition, we are requesting a Neuse River Buffer Determination for the proposed project. The proposed project is an approximately 34 acre existing apartment complex on the north side of Lake Boone Trail between the I -40 Beltway and Blue Ridge Road within Wake County, North Carolina. The project site is located within the Neuse River Basin (HUC 03020201) and the unnamed tributary to House Creek has a NCDWR Water Quality Classification of Class C and Nutrient Sensitive Waters (DWR Index Number 27- 33 -13). The proposed project involves the redevelopment of the existing apartment complex within Phase I of the Villages of Lake Boone Trail. More specifically, the existing apartment complex will be demolished, which will remove existing impervious surfaces that currently encroach into the Neuse River Buffer, and a future 20 foot wide pedestrian bridge access path is proposed through the Neuse River Buffer. The U.S. Army Corps of Engineers issued a Jurisdictional Determination and plat on June 12, 2013 (USACE Action Id: SAW- 2013 - 01066). Coordination was initiated by McAdams on January 31, 2013 with Martin Richmond (DWR representative) regarding a Neuse River Buffer determination; however, correspondence from DWR was not received (see attached July 20, 2015 email correspondence). PROPOSED PROJECT /IMPACTS: The proposed project involves the demolition of the existing apartment units and creation of new apartment units, retail, associated utility, parking, and roadway improvements. In addition, approximately 5,043 square feet (0.12 acres) of the existing encroachments within Neuse River Buffers will be removed as part of the demolition plan. Revegetation of the Neuse River Buffer with native plant species will occur in these areas in accordance with procedures outlined in Guidelines for Riparian Buffer Restoration (NCEEP 2004). The project also proposes to include a future 20 foot wide pedestrian bridge access path across the Neuse River Buffer and the unnamed tributary to House Creek. The greenway/hiking trail access path is proposed to provide connectivity between Phases 1 and 2. The proposed pedestrian bridge, and associated footers, will be located outside the top of bank of the unnamed tributary to House Creek; and therefore, there are no stream impacts proposed associated with Phase 1 activities. As a result, Neuse River Buffer impacts in the form of 1,215 square feet in Zone 1 and 805 square feet in Zone 2 are proposed. Additional impacts within the Neuse River Buffer associated with Phase 1 activities are not proposed. Traditional equipment will be used, including front -end loaders, graders, and earth movers. In 1972, approximately 5,043 square feet (0.12 acres) of the existing apartment complex was constructed within the Neuse River Buffer prior to issuance of the Neuse River Buffer Regulations within Phase 1. The proposed site plan of a new apartment units complex within Phase 1 is located outside the Neuse River Buffers. Revegetation of the Neuse River Buffer with native plant species will occur in demolished areas in accordance with procedures outlined in Guidelines for Riparian Buffer Restoration (NCEEP 2004). A future 20 foot wide pedestrian bridge access path is proposed to be constructed through the Neuse River Buffers. The proposed pedestrian bridge will be an aerial crossing of the unnamed tributary to House Creek at a near perpendicular angle. The proposed pedestrian bridge, and associated footers, will be located outside the top of bank of the unnamed tributary to House Creek; and therefore, there are no stream impacts proposed associated with Phase 1 activities. Although there are unavoidable Neuse River Buffer impacts associated with the greenway/hiking trail access path, impacts to the Neuse River Buffers have been minimized by crossing at a near perpendicular angle. In addition, the stream feature (unnamed tributary to House Creek) from which the Neuse River Buffers are established is avoided. Excluding proposed impacts associated with the greenway/hiking trail access path in Zone 2 of the Neuse River Buffer, it is anticipated that approximately 4,238 square feet (0.09 acres) of Zone 2 will be reestablished with the proposed revegetation activities. DIFFUSE FLOW: All concentrated flows are directed into existing storm drainage; therefore, diffuse flow requirements are satisfied. STORMWATER MANAGEMENT: Hydrology Per City of Raleigh stormwater management regulations, peak flow rate detention is required for the 2 -year and 10 -year storm events for the site area only. Even though the site rests within the separate drainage areas that pass through the site, the detention analysis compares pre -vs post - development peak flow rates from the site only at the analysis points. The site has been divided into three subbasins draining to three points of analysis: POA 1 (eastern property line), POA 2 (eastern property line), and TBR -14000 Ms. Karen Higgins Villages of Lake Boone Trail — Phase I July 21, 2015 Page 4of5 POA 3 (near the southeastern property corner). Phase I incorporates a portion of the onsite area in the drainage area to POA 2 and all the onsite area in the drainage area to POA #3. An analysis of pre- vs post - development runoff rates in the 2- and 10 -year storm events has demonstrated that detention is required for both POA 2 and POA 3. (Since the drainage area to POA 1 does not fall within the Phase I property boundary, a pre- vs post- development analysis of POA 1 was not provided.) For the purposes of this site plan submittal, preliminary sizing and routing of two underground detention systems has been provided: one in Subbasin 2 (SWMF #2B) and one in Subbasin 3 (SWMF #3). In the runoff calculations for Subbasin 2, the northern area not being developed is modeled in its current state and "added" hydrologically to routed outflows from the SWMF /BMP system managing and treating the runoff in the southern redevelopment area as well as the small amount of bypass from the southern area. In the future, the northern portion of Subbasin 2 will be redeveloped and managed by an SWMF/BMP system for that area. Routed flows from this system (as well as any bypasses from this northern area) will be added hydologically to the flows being generated in the previously developed southern portion. Nitrogen Export Water quality and nitrogen export calculations make use of the City of Raleigh Apportioning Method. Please note that all ROW impervious area in the pre - developed condition, where such ROW is proposed to be eliminated (and, as such, absorbed into the property), have been included in the pre - development impervious condition. Based on the apportioning analysis, water quality BMPs are proposed to bring the site TN loading down to at or below 10 lb /ac /year. The remaining TN load (down to 3.6 lb /ac /year) will be handled with offset payments. Water Ouality BMPs Conventional On -site BMPs: The development of Phase I includes the provision of two sand filters: (1) BMP #213, which is attached to SWMF #213; and (2) BMP #3, which is attached to SWMF #3. Preliminary apportioning of Phase I as well as preliminary sizing of the sand filters has been provided in the section of this report entitled, "Preliminary Design of Onsite Sand Filters." Both sand filter systems are designed to be offline structures. As such, diffuse flow is not required at the outfalls for either system. MITIGATION: All buffer impacts associated with the proposed greenway/hiking trail access path are deemed "Allowable" under the Neuse River Riparian Buffer Rules — Table of Uses. Therefore, no mitigation is proposed. At this time, we are requesting a Neuse River Riparian Buffer Authorization and a Neuse River Buffer determination for the proposed project. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Proper sedimentation and erosion control methods will be utilized during all phases of construction and installation. All work will take place during dry conditions and can be facilitated from high, non - jurisdictional, stable ground. The contractor shall install silt fence, inlet protection, sediment traps, diversion ditches, tree protection, clearing only as necessary to install devices. All erosion and sediment control measures will be checked for stability and operation following every runoff producing rainfall, but in no case less than once every week. Any needed repairs will be made immediately to maintain all measures designed. An erosion control inspections report is required and will be kept by the owner's representative. Temporary seeding and permanent seeding plans are included to restore impacted areas. The project will meet all relative requirements of Best Management Practices and Engineered Stormwater Control Structures as outlined through State and Local Stormwater Rules. A future 20 foot wide pedestrian bridge access path is proposed to be constructed through the Neuse River Buffers. The proposed pedestrian bridge will be an aerial crossing of the unnamed tributary to House Creek at a near perpendicular angle. The proposed pedestrian bridge, and associated footers, will be located outside the top of bank of the unnamed tributary to House Creek; and therefore, there are no stream impacts proposed associated with Phase 1 activities. Although there are unavoidable Neuse River Buffer impacts associated with the greenway /hiking trail access path, impacts to the Neuse River Buffers have been minimized by crossing at a near perpendicular angle. In addition, the stream feature (unnamed tributary to House Creek) from which the Neuse River Buffers are established is avoided. The proposed project involves the demolition of the existing apartment units within Phase I. In 1972, approximately 5,043 square feet (0.12 acres) of the existing apartment complex was constructed within the Neuse River Buffer prior to issuance of the Neuse River Buffer Regulations within Phase I. The proposed site plan of a new apartment units complex within Phase 1 is located outside the Neuse River Buffers. Revegetation of the Neuse River Buffer with native plant species will occur in demolished areas in accordance with procedures outlined in Guidelines for Riparian Buffer Restoration (NCEEP 2004). Excluding proposed impacts associated with the greenway /hiking trail access path in Zone 2 of the Neuse River Buffer, it is anticipated that approximately 4,238 square feet (0.09 acres) of Zone 2 will be reestablished with the proposed revegetation activities. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Proper sedimentation and erosion control methods will be utilized during all phases of construction and installation. All work will take place during dry conditions and can be facilitated from high, non - jurisdictional, stable ground. The contractor shall install silt fence, inlet protection, sediment traps, diversion ditches, tree protection, clearing only as necessary to install devices. All erosion and sediment control measures will be checked for stability and operation following every runoff producing rainfall, but in no case less than once every week. Any needed repairs will be made immediately to maintain all measures designed. An erosion control inspections report is required and will be kept by the owner's representative. Temporary seeding and permanent seeding plans are included to restore impacted areas. The project will meet all relative requirements of Best Management Practices and Engineered Stormwater Control Structures as outlined through State and Local Stormwater Rules. All concentrated flows are directed into existing storm drainage; therefore, diffuse flow requirements are satisfied. Per City of Raleigh stormwater management regulations, peak flow rate detention is required for the 2 -year and 10 -year storm events for the site area only. Even though,the site rests within the separate drainage areas that pass through the site, the detention analysis compares pre -vs post - development peak flow rates from the site only at the analysis points. The site has been divided into three subbasins draining to three points of analysis: POA 1 (eastern property line), POA 2 (eastern property line), and POA 3 (near the southeastern property corner). Phase I incorporates a portion of the onsite area in the drainage area to POA 2 and all the onsite area in the drainage area to POA #3. An analysis of pre- vs post - development runoff rates in the 2- and 10 -year storm events has demonstrated that detention is required for both POA 2 and POA 3. (Since the drainage area to POA 1 does not fall within the Phase I property boundary, a pre- vs post - development analysis of POA 1 was not provided.) For the purposes of this site plan submittal, preliminary sizingg and routing of two underground detention systems has been provided: one in Subbasin 2 (SWMF #26) and one in Subbasin 3 (SWMF #3). In the runoff calculations for Subbasin 2, the northern area not being developed is modeled in its current state and "added" hydrologically to routed outflows from the SWMF /BMP system managing and treating the runoff in the southern redevelopment area as well as the small amount of bypass from the southern area. In the future, the northern portion of Subbasin 2 will be redeveloped and managed by an SWMF /BMP system for that area. Routed flows from this system (as well as any bypasses from this northern area) will be added hydologically to the flows being generated in the previously developed southern portion. Nitrogen Exoort Water quality and nitrogen export calculations make use of the City of Raleigh Apportioning Method. Please note that all ROW impervious area in the pre - developed condition, where such ROW is proposed to be eliminated (and, as such, absorbed into the property), have been included in the pre - development impervious condition. Based on the apportioning analysis, water quality BMPs are proposed to bring the site TN loading down to at or below 10 lb/ac/year. The remaining TN load (down to 3.6 lb/ac/year) will be handled with offset payments. Water Qualitv BMPs Conventional On -site BMPs: The development of Phase I includes the provision of two sand filters: (1) BMP #213, which is attached to SWMF #26; and (2) BMP #3, which is attached to SWMF #3. Preliminary apportioning of Phase I as well as preliminary sizing of the sand filters has been provided in the section of this report entitled, "Preliminary Design of Onsite Sand Filters." Both sand filter systems are designed to be offline structures. All areas managed and treated by the SWMF /BMP systems in both Subbasin 3 and Subbasin 2 South discharge, respectively, into two existing downstream storm sewer systems. I want to get on your calendar for a JD /Neuse Buffer site visit for a 34 -acre existing apartment site (Landmark Apartments) off of Lake Boone Trail in Raleigh. There are 3 stream features, a pond, and some fringe wetlands we need to look at, and will probably take about 30 minutes to look at. The streams and wetlands were recently flagged and surveyed, and i should have a prelim wetland /stream survey map to send to you before our site visits. Attached are the USGS quad, Soils, and Wake GIS aerial and pipe network. The address is 2412 Landmark Drive in Raleigh, but we can meet at the corner of Landmark Drive and Woodlake Place.
