The hatched area on the a?ached map is the surface water area within the Phase 1 area and you need to account for it (you don’t need to account for surface water areas in other phases at this ?me). If this is not correct, you need to revise the plans to clearly show the Phase 1 area. As for the a?ached code (15A NCAC 02H .1021(5)), that is only applicable to projects that are located within an ORW/HQW area. This project is in a Phase II/urbanized area and would be subject to 15A NCAC 02H .1017. 15A NCAC 02H .1017 does have a similar density provision (15A NCAC 02H .1017(4)) however there is more to being a low-density project than just mee?ng the density requirement (please see 15A NCAC 02H .1003(2) and .1003(1)(d)). Notably, the project has to be designed in a manner to minimize concentrated flow and can only use piping in certain limited instances. If this project can meet all of the low-density criteria then you can permit the site as a low-density project (although you will need to modify the submi?al materials to indicate this). Our client does not own the rest of the future project plus we have not designed those sec?ons yet. Once we submit for those phases we will certainly calculate any exis?ng surface water. I do have a ques?on for you. Concerning part 5 in the code a?ached, if I have a subdivision where I have a lot of open space and say 10,000sf lots but a?er dividing the number of lots into the total area I have say 0.9 units/ac is this allowed to be low density? Or, are the lots required to be physically 1 acre in size. There are opportuni?es where COSD (consolidated open space developments) could meet the 1 unit per acre. Proposed SCMs do not count towards this surface water area. Rojas, is a principal execu?ve officer of the level of vice-president or that he has the authoriza?on of someone that is a principal execu?ve officer of the level of vice-president. This item is required per 15A NCAC 02H .1040(1)(a), 15A NCAC 02H .1043(3)(b), and Part F7 of the Applica?on. Organiza?on structures differ, so we just want to make sure that “Division President” is comparable to a vice president (you can provide an org chart or other documenta?on indica?ng this or a le?er from someone VP or higher authorizing Mr. Rojas to sign on their behalf). Alterna?vely, you can have someone else (that is a principal execu?ve officer of the level of vice-president) listed as the Applicant and sign the applica?on form. - Applica?on Part E5 – Please revise the Total Project Area and Project Density values. The Total Project Area value excludes the Surface Water Area (13,242 sf) from the Total Property Area (938,718 sf) and the Project Density calcula?on is based on the Total Project Area. We received your application for a new Fast-Track post-construction stormwater permit on 5/30/23 At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 7/7/23) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.  2x original hard copies and 1x electronic copy of a site plan corrected to depict wetlands on the project site. Currently it states that wetlands are present on site, but their locations are not indicated. This item is required per 15A NCAC 02H .1043(3)(f) and per Section F, 4 of the Application. NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brough up during the engineering review. If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
