I was looking over the informa?on provided on 7/17/23. There appears to be a surface water area shown within the
Phase 1 project area on the provided plans (see a?ached). Please include this on-site surface water area in Part E5 of the
form and recalculate the Total Project Area and %BUA as needed. Please also upload the electronic files from the

“Total Surface Water Area” (in Part E5 of the Applica?on) corresponds to the surface area of any surface waters located
on-site where “surface waters” are those waters that are shown on a USGS topo map and the “surface area” is
measured between the banks (for rivers, streams, etc…) or based on the normal pool eleva?on (for lakes, ponds, etc…).
Proposed SCMs do not count towards this surface water area.

I was looking over the informa?on you provided on 6/9/23. Everything looks good except for a few small issues:
Please correct the following:
- Please provided documenta?on showing that the Signing Official for the Applicant, Ric J. Rojas, is a principal
execu?ve officer of the level of vice-president or that he has the authoriza?on of someone that is a principal
execu?ve officer of the level of vice-president. This item is required per 15A NCAC 02H .1040(1)(a), 15A NCAC
02H .1043(3)(b), and Part F7 of the Applica?on. Organiza?on structures differ, so we just want to make sure that
“Division President” is comparable to a vice president (you can provide an org chart or other documenta?on
indica?ng this or a le?er from someone VP or higher authorizing Mr. Rojas to sign on their behalf). Alterna?vely,
you can have someone else (that is a principal execu?ve officer of the level of vice-president) listed as the
Applicant and sign the applica?on form.
- Applica?on Part E5 – Please revise the Total Project Area and Project Density values. The Total Project Area
value excludes the Surface Water Area (13,242 sf) from the Total Property Area (938,718 sf) and the Project
Density calcula?on is based on the Total Project Area. Please revise.
Please provide the following:
- 2x hard copies & 1x electronic copy of documenta?on that the Signing Official is at the level of VP or
higher/authoriza?on from someone of level VP or higher sta?ng that the Signing Official can sign on behalf of
the Applicant/revised Part D & Part G with someone of level VP or higher as the signing official.
- 2x hard copies & 1x electronic copy of the revised page of the Applica?on Form.

submission package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing

review queue on it). Please upload all documents that you mailed into our office through the link provided below. Be
sure to choose the Central Office as the Primary Contact office.

I see what you are talking about. We do show leader lines over to the wetland areas but they are not defined in detail
and especially the wetland areas that will be recorded with phase 1 and protected.

I hope you are doing well.
We received your application for a new Fast-Track post-construction stormwater permit on 5/30/23 At this time, the
submission is not administratively complete and cannot be accepted for review in its current condition. Please provide
the following submittal items within 30 calendar days (by close of business on 7/7/23) so that we may accept the project
and begin the review process, otherwise, the project will be returned as administratively incomplete.
2x original hard copies and 1x electronic copy of a site plan corrected to depict wetlands on the project site.
Currently it states that wetlands are present on site, but their locations are not indicated. This item is required
per 15A NCAC 02H .1043(3)(f) and per Section F, 4 of the Application.
NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brough up during the engineering review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the Fast-Track permitting process can take up to 30 calendar days per statute.
