Introduction The City's most recent water and wastewater Capital Improvement Plan (CIP) was developed by LaBella (as Pease Associates) in 2005, and addressed anticipated CIP needs thru 2026. The national and regional economic growth rates were quite high at the time and the resulting anticipated growth in population and infrastructure demands were commensurately elevated. In 2016, national and regional growth rates have declined significantly. The demands on the City's water and wastewater infrastructure have fallen since 2005 in large part due to the exodus of industries that accounted for 30% or more of those demands. Expectations of future growth are also significantly lower. Growth-related pressures to expand or improve infrastructure are therefore largely absent, and aging infrastructure now represents the greatest influence on CIP needs. This current CIP addresses needs through the planning horizon of 2036 (20 years), but requirements beyond a 5-year or 10-year horizon could ultimately be significantly different than predicted as a result of variables including: • Regulatory changes • Unforeseen growth rates • Connection of a significant industrial customer • The rise of new reliability or serviceability issues Additional infrastructure requirements to address such variables are not included in this CIP. Service Area The City of Roxboro incorporates approximately 6.3 square miles of land area within Person County in the north central portion of the State of North Carolina. The City is located near the geographic center of Person County, and is approximately 30 miles north of the City of Durham and adjacent to Research Triangle Park. According to Person County GIS data, approximately 56%of the land within City limits is zoned for residential uses (R-1, R-2, and R-5), approximately 21% is zoned for commer- cial uses (B-1 thru B-5), and approximately 18% is zoned for industrial uses (I-1 and 1-2), with the remaining approximately 5% of lands within the City limits being public rights-of-way. Highway 501 is the main north-south transportation corridor through Roxboro and the County, extending from the Durham County line to the Virginia State line. Highway 501 is currently a four-lane divided Roxboro CIP 2017-2036 FINAL.docx Page 1 of 40 Introduction Roxboro CIP 2017-2036 highway south of Roxboro, and a current widening of 501 north of the City to Jesse Banks Road is anticipated to be complete by the end of 2016. Long-term, the widening is planned to eventually extend north to the Virginia State line. In the late 1990's the City of Roxboro and Person County forged an agreement on service to the community. The agreements provide for the City of Roxboro to operate and maintain water and wastewater facilities within Person County, and this action opened up a large service area, allowing the City of Roxboro and Person County to work together and prevent duplication of services to the customers of the region. The agreement remains in effect today and consequently, existing and potential service by the City's water and wastewater systems to areas outside the City limits should be considered. However, growth potential in the County is expected to remain minimal as well and significant additional infrastructure needs are largely speculative. Population in Roxboro has decreased since 2000, and population growth in Person County has been much lower than was previously predicted. A reasonable assumption can be made that no significant population increase is anticipated within the City of Roxboro in the foreseeable future. Historical Water Consumption The City of Roxboro provides water and sewer service to residents and other customer types within the City of Roxboro and to a number of customers outside the City limits within Person County. Water usage has declined dramatically over the period of the "Great Recession", owing primarily to the area's loss of a number of significant industrial users. Table 2-3 identifies annual total water sales values for 8 of the 12 years from 2004 to 2015. The data in Table 2-3 above, combined with WTP records suggests that approximately 1.0 MGD has typically been used for this purpose. While disinfection residual could be positively impacted by the improved water treatment resulting from the recently installed MIEX® pretreatment system, the City does not report any significant reduction in flushing operations as of the date of this Plan. Therefore, total WTP demand is currently estimated at approximately 2.4 to 2.5 MGD. Average day demands driven by population (which include residential and office/commercial uses) are anticipated to remain in the 1.5 MGD range for the foreseeable future. If flushing continues as it has historically, an additional 1.0 MGD is expected to be used for this purpose. Dry weather wastewater flows are only slightly higher than average water demands, suggesting that dry weather infiltration and inflow (I&I) is relatively low. These flows could be expected to track proportionately with water demands, assuming the City continues monitoring and mitigating gravity sewer condition issues to stay ahead of potential l&I increases. One potential driver for demand growth is the return of a significant industry. The City and Person County are actively seeking potential industries to locate within the County, and some previously entertained candidates suggested they may demand up to several million gallons of water per day. However,there are no immediate prospects. Description of Existing Facilities Wafer Supply, Treatment and Distribution System Water Supply The City of Roxboro currently receives its water from two impoundments west of the City — Lake Isaac Walton (City Lake) and Lake Roxboro. City Lake was built in the 1920's and expanded to its present size in 1955. This lake impounds water from Satterfield Creek and Storys Creek and has a drainage basin area of approximately 10.1 square miles. The safe yield capacity of this lake is 3.2 mgd. In 1978, the City constructed Lake Roxboro, which impounds water from the South Hyco Creek and has a drainage basin area of approximately 23.2 square miles. The safe yield for this lake is 7.8 mgd. The combined total safe yield from both lakes is 11.0 mgd. Lake Roxboro has not been used for water supply in the last 3-4 years, and its last significant use was in 2008. Water Treatment The City's current Water Treatment Plant (WTP) was constructed in 1952. The WTP had an initial treatment capacity of approximately 2.67 MGD. Upgrades performed in 1963 increased the capacity to 4.0 MGD, and flocculation basins were added in 1978. Modifications to the filtration rate in 1978 expanded the facility's capacity to its current 8.0 MGD. To improve treatment perfor- mance relative to the formation of disinfection byproducts, the City installed a raw water pretreatment ion exchange process (MIEX®) in 2015. Equipment was installed to treat one-half of the capacity of the WTP, but underlying structures were built to accommodate eventual installation of equipment for the second half. The WTP remains permitted to treat a total of 8.0 mgd. Pipe types include cast iron, ductile iron, copper, steel, polyvinyl chloride (PVC), and galvanized iron. Water mains larger than 6 inches in diameter are typically cast or ductile iron. The earliest records of the system indicate that piping as large as 8 inches in diameter was installed as early as 1900. Exhibit 1 illustrates the existing water distribution system. The northern zone is supplied directly by the two 1.5-million gallon clearwells at the WTP (with no additional pumping), and serves customers at ground elevations between approximately 700 and 450 feet above mean sea level, with supply-side pressures ranging from approximately 20 pounds per square inch (psi) to 125 psi. (City ordinance requires every customer to install a pressure reducing valve on their service.) The first clearwell was constructed with the WTP in 1952. The second 1.5 million gallon clearwell was added in 1996. The primary outfall for the system consists of a series of 36-inch, 30-inch and 24-inch diameter gravity mains which extend from the WWTP to Highway 501 north of Memorial Drive, in alignment approximately parallel with Marlowe Creek. South of Memorial Drive, this Marlowe Creek outfall becomes 15-inch diameter extending south until just north of Highway 49, where the primary outfall branches into two smaller outfalls. The first, continuing along Marlowe Creek, includes a series of 15-inch and smaller diameter gravity mains extending to U.S. Highway 158 East on the southern side of the City. This outfall is the primary collector for the sewer system east of Main Street. The second outfall, referred to as the Tanyard Branch Outfall, includes a series of 12-inch and smaller diameter gravity mains extending to U.S. Highway 158 West. This outfall follows Tanyard Branch and is the primary collector for the sewer system west of Main Street. Exhibit 2 illustrates the existing wastewater collection system. The City's eleven wastewater pump stations are listed in Table 3-3 and shown in Exhibit 2. Most contain duplex sub- ' • mersible pumps but the pumps at the %�� Duncan Pump Station were replaced in } 2013 with vacuum-primed end-suction centrifugal pumps. Despite the capacity limitations imposed by this configuration, the City reports that the downstream gravity sewers are still the capacity-limiting factor for these stations. The Williams Road pump station was not originally expected to receive the significant volume of flows that it currently receives. A larger wetwell (yet still insufficient for flows currently received) was installed by City staff in 1999, but alarm conditions that occur at this station are still rapidly attended to by City maintenance staff, and the City keeps pump spares on hand in order to prevent overflows. Roxboro CIP 2017-2036 FINAL.docx Page 15 of 40 Description of Existing Facilities Roxboro CIP 2017-2036 The Brooks pump station is old and at capacity, but a gravity bypass was installed which allows some or all of the flows to this station to flow to Southside pump station as needed, which has allowed the flows to Brooks to be conveyed reliably. Wastewater Treatment The City's current Wastewater Treatment Plant (WWTP) was constructed in 1963 as a 5.0 MGD facility. Upgrades in 1983 added a third clarifier, effluent disinfection, and a digester. No major process upgrades have been implemented since 1983,though septic receiving, dechlorination, and a sludge dewatering facility have all been added. The current WWTP is a dual-train extended aeration treatment facility consisting of two mechanical bar screens, two grit chambers, dual 2.5 mgd aeration basins, three clarifiers, dual chlorine contact chambers, a dual-train aerobic digester, and a sludge dewatering centrifuge. The WWTP is operated under NPDES Permit No. NC0021024 with a design capacity of 5.0 MGD. The WWTP discharges into Marlowe Creek in the Roanoke River Basin, which is classified as Class C waters. Design for an upgrade to the WWTP is currently under way in preparation for compliance with a September 2019 lowering of permitted ammonia discharge limits. The current upgrade program includes conversion of the existing aeration basins to equalization and construction of a new oxidation ditch, a new digester and a new laboratory / office building. Adequacy and Condition of Existing Facilities Water Supply, Treatment and Distribution System Water Supply Adequacy: The combined total safe yield from the City's two lakes is reported as 11.0 mgd. Surface water supply safe yield is typically based on a hydrological analysis taking into account a significant historical drought period, and therefore represents a continuous sustainable yield over the long term. A safe yield of 11.0 mgd therefore represents the average rate of demand that could be sustainably met by the City's water supply sources. With a current average demand of approximately 2.5 mgd and no substantial foreseeable growth anticipated, the City's raw water sources are indefinitely sufficient. The Hyco Pump Station pumps, which would be needed to meet the average raw water demands should City Lake's yield become limited, are each sized to deliver over 6.0 mgd. The City Lake Pump Station pumps, which are needed to meet the peak day raw water demands of the WTP, can each deliver nearly 4.5 mgd. These water supply system components are also indefinitely sufficient. Nevertheless, should water system expansion beyond that currently foreseen become necessary, prior studies' have suggested that the Dan River would be the most viable source. The Dan River is the only large river that flows close to Roxboro, and its closest point is approximately 15 miles from Lake Isaac Walton in Caswell County at the Town of Milton. Mean annual flow of the River at the Paces gage (13.5 miles downstream of Milton, based on the period of record from 1950 to 2016) is nearly 2000 MGD, and lowest 7-day mean recorded flows at that location are still over 140 MGD. LaBella has designed an intake structure (but not equipment) to effect a withdrawal, and the City has obtained permits for its construction. However, unless another party (e.g., Caswell County) drives the need for this work,the City expects that the structure design will be shelved. The emergency spillway at Lake Roxboro under- went repairs in 2015 during which a limited amount of undermining was discovered beneath the concrete on the spillway's discharge side. The voids created by the undermining are believed to be a result of the deficiencies just corrected, and the voids themselves are in process of being filled Figure 4.1—Lake Roxboro Emergency Spillway in 2016. (repaired in 2015) The Hyco Pump Station facility appears to be in excellent condition. After lightning destroyed the electrical and control components in 2009, the power company feed and the electrical system were replaced entirely. The City Lake spillway was reconstructed in 1984 after a major storm washed it out. Although the originally-constructed portion of City Lake (Lake Isaac Walton) is believed to have collected an appreciable amount of sediment, supply and raw water quality have not been noticeably impacted. There are no known reliability concerns with the City Lake reservoir. The City Lake Pump Station structure appears to be adequate condition, needing only routine maintenance. A generator was installed to serve the station in approximately 2004. Discharge valves were replaced and reconfigured in 2015. The City maintains a spare pump motor on hand. Water Treatment Adequacy: The 8.0 MGD rated finished water production capacity of the City's WTP is more than adequate to meet existing and foreseeable finished water demands. The City's Water Distribution System Study (LaBella, dated March 25, 2016) identified an average-day-based domestic treatment supply excess capacity of approximately 1.95 mgd, which would represent an approximate 130% increase over current demands. Given no significant foreseeable growth in demands,this capacity is indefinitely sufficient. Page 18 of 40 Roxboro CIP 2017-2036 FINAL.docx Roxboro CIP 2017-2036 Adequacy and Condition of Existing Facilities The MIEX® system, though currently installed for only 4.0 mgd, could be operated in a sidestream pretreatment mode,and this sidestream blended in with higher flows up to the WTP's full capacity. Office and administrative space at the WTP consists of an approximately 650 square foot leased trailer. Maintenance shop space is limited, since the on-site operator's residence once used for that purpose has become unusable. The solids handling system consists of a set of four earthen-bottom drying beds and a small settling lagoon. This lagoon in particular was pieced together by City staff over the life of the facility and is both limited in its function and lacking in structural integrity. System limitations have led to discharge violations in the past, though the small amount of solids currently produced at the WTP do not stress its capacity. At finished water production rates nearer the facility's capacity this system's capacity would likely become a significant point of concern. Condition: The pretreatment system is essentially new. Nearly all of the remaining WTP structures are over 50 years old, and well more than half are nearly 65 years old. Continued maintenance and replacement of equipment, and patching of cracks and leaks in tanks allows the City to continue reliably producing the needed drinking water supplies, but many of these structures have reached or exceeded their generally-accepted normal useful lives. The City estimates upwards of $300,000 of maintenance and repairs to the facility are needed annually. As part of the City's Water Distribution System Study, LaBella developed a water distribution system model based on GIS data. That model yielded no concerns relating to sufficiency of the existing distribution system to meet the demands currently exerted on it. However as part of that study, no field testing or fireflow simulations were performed, which could identify particular areas of concern. Condition: The WTP clearwells and the Hill Street tank are inspected and maintained under an annual contract. The City reports that annual service has kept the clearwells in good condition and that issues such as concrete spalling are adequately addressed by the annual service. The Hill Street tank exterior coatings were applied approximately 2 years ago and appear in good condition, and the City anticipates an interior recoating to occur in the next one or two annual maintenance cycles. Aside from routine maintenance and normal repairs, the City indicates no widespread concerns related to distribution system linework. In some of the oldest areas of the system, tuberculation is Page 20 of 40 Roxboro CIP2017-2036 FINAL.docx Roxboro CIP 2017-2036 Adequacy and Condition of Existing Facilities believed to have restricted flow capacity but additional study including field hydrant testing is needed to define the extent of the restrictions. Wastewater Collection and Treatment System Wastewater Collection System Adequacy: The City's gravity sewer system demonstrates no significant capacity limitations in serving dry weather demands currently placed on it. Though the ability to accommodate future growth is limited by the capacity of the existing Tanyard Branch Outfall, no such growth is currently anticipated in the near term. The City's existing wastewater pump stations all adequately serve the demands currently placed on them. Though limited, capacity of the Williams Road pump station remains sufficient particularly given the City's attentiveness to operational issues that arise there. However, the potential for overflows at this station is high and any increase in demands would necessitate a capacity upgrade. The Route 49 Pump Station is also near capacity and will need an upgrade to accommodate any increase in demands. However, expansion of this station is currently precluded by the capacity limitations of the existing Tanyard Branch Outfall. Condition: Inflow and infiltration AI) continues to be a significant issue in the collection system, as evidenced by wet weather flows received at the WWTP and stormwater-driven overflows that occur in the collection system. Max day flows at the WWTP occasionally exceed four times average as a result of any significant wet weather event, and hourly peaks have approached or exceeded three times the WWTP's design capacity. Nevertheless, the City has made significant progress in addressing I&I concerns over the last decade, having commissioned a study and implemented many of its recommendations which prioritized areas for rehabilitation. After a few recent years of less of this work having been performed,the City is currently renewing efforts to mitigate I&I. The City's pump stations reportedly operate reliably without excessive maintenance. However, the City wishes to eliminate the Cedar-Ridge pump station since only a short length of gravity sewer would be required to do so, thereby eliminating nearly all maintenance and risk associated with this station. Roxboro CIP 2017-2036 F1NAL.docx Page 21 of 40 Adequacy and Condition of Existing Facilities Roxboro CIP 2017-2036 Wastewater Treatment The City's WWTP continues to be operated to effectively meet current effluent limits, but permit limits that are forthcoming in 2019 are requiring the implementation of an upgrade which is antici- pated to go to construction in the Fall of 2016. The upgrade will address many of the existing condition issues at the WWTP, including: • Deterioration of some structural components of the existing aeration basins • Aging pumping systems in the return and waste activated sludge pump stations • Concrete deterioration on the existing aerobic digester • An aging and insufficiently-sized existing laboratory/office facility Due to collection system inflow and infiltration during storm events, the WWTP also experiences flows exceeding 250% of its design capacity. Operators have generally been able to maintain operation to meet effluent limits, but the upgrade will ensure this ability by converting the existing aeration basins to influent equalization volume. Improvement Capital Plan Twenty-eight projects were identified in the 2005 CIP, half of which have either already been completed (10 of them) or removed from the CIP because they are no longer anticipated (4 of them). Four more are included in the current design of the WWTP Upgrade project (which is included in this CIP as CIP #WWTP-1), construction of which is anticipated to be completed before the fall of 2019. Three of these (sewers along Foushee St, Marlowe Creek Outfall (NC 158 to N Main St), and Gentry St / Main St) are considered part of the needed SSES Rehabilitations (CIP #COLL-1), and a fourth (WWTP East Clarifier Repairs) is already under construction contract. The three remaining additions by staff (WWTP Roof Repairs, Pump Station upgrade at Williams Road, and decommissioning of the Cedar-Ridge Pump Station) are included as additional CIP projects. In addition, LaBella is recommending planning for replacement of the aging Water Treatment Plant process, especially since the majority of the treatment system structures will be over 75 years old within a decade. In all, fifteen projects are identified in the CIP, summarized in Table 5-1 on the following page and detailed thereafter. Six of the CIP projects identified are assigned no "Date Needed". Four of these projects are growth-driven, and as discussed in the foregoing pages, very little growth is anticipated at this time. Timing of the other two projects with no "Date Needed" are anticipated to occur beyond the 2026 timeframe, or when needed based on circumstances. Lake Dredging (CIP#RAW-1) will be required when the City identifies raw water capacity limitations due to reservoir sedimentation. Variable Speed Motors on the Raw Water Pumps (CIP #RAW-3) may be required due to the technology implemented when the WTP is upgraded, or if water quality produced by the existing WTP begins to be negatively affected by the pumps'current system of operation. They will take precedence over all other duties except a major water line break. Permittee: City of Roxboro Permit Number: WQCS00048 County: Person This Plan and copies of State required reports shall be kept on hand by appropriate personnel. Incident Notification: The City of Roxboro has several ways for being notified of a wastewater spill: • The City's manned Clearinghouse line 336-503-5658 (M-F 7:30 AM to 5:00 PM) • The Law Enforcement Center(LEC)(24hrs 7 days a week) 911. LEC has the point person and worker pager numbers as well as the Public Services Director's home phone numbers. • Calling Public Services' Director, Superintendents, and other personnel at home. • All pump stations are checked daily seven days per week. All of the stations that are checked have telemetry and notify the WWTP directly. Recording Incident Start/Stop time: For the purpose of determining the City's response time, the time should be noted when the appropriate personnel receive information of a wastewater spill. The appropriate personnel shall then proceed to the site of the reported spill to assess the situation. If multiple personnel are available, one must go directly to the site, the others shall mobilize the standard response equipment. The time that the first City employee arrives on the site shall be noted for the length of time to respond to the call. For the purpose of estimating the amount of spillage the time that the over flow was first observed should be identified (Start Time). To determine this information should be gathered from the source of the initial caller. If this information cannot be determined the time that the appropriate City personnel were initially contacted shall be used. Once the overflow ceases, the time should be noted (Stop Time). Once the problem has been corrected, City personnel shall clean and disinfect the area following recommended procedures. City of Roxboro Wastewater Spill Response Plan Page 2 RESPONSE PROCEDURES: The first objective is to minimize any impact to surface waters. If a spill can be stopped at the source within 30 minutes of the arrival of emergency equipment then the problem should be corrected at the source. If it is anticipated that the problem will take longer than 30 minutes then appropriate action should be taken to stop the impact of surface waters (i.e. damming or collecting of the wastewater, calling septage haulers, etc). If the spill has reached surface waters, the WWTP must be notified at once so that indicator tests can be conducted to determine impact. If the spill is less than 1,000 gallons and did not reach surface waters, then the spill shall be recorded in the incident log book, but does not need to be reported to the state. If the spill is over 1,000 gallons, or did reach surface waters, the appropriate State Personnel must be notified of the spill as soon as possible by phone (see attached telephone numbers at the end of the attached forms). The appropriate reporting form (gravity sewer or pump station) must be completed and submitted to the state within 24 hours (see attached). All information shall be completed on the appropriate forms. RECOMMENDED CLEAN-UP PROCEDURES 1. Remove all debris. 2. Remove all visibly pounded wastewater. 3. Disinfect the affected area with lime (NO CHEMICAL ADDITION TO SURFACE WATERS) 4. Tape off affected area to preclude public access for at least 24 hours. 5. Reseed disturbed areas immediately to prevent erosion.
