A. What is Reclaimed Water? LNON•DISCHARGE PERMITTING
Reclaimed water is the final product of an advanced treatment process that eliminates
pathogens (solids, organics and viruses) from wastewater resulting in safe, clean, and
high -quality water. This treatment process produces water that is ideal for lawn watering,
cooling towers, and other commercial purposes, but is not intended for human or animal
consumption. Kinnakeet's reclaimed water exceeds all water quality requirements as
defined by North Carolina rules and is virtually indistinguishable from drinking water.
B. Water Consumption
During the summer months, a high percentage of the water that flows through our water
meters is used to water landscapes and grass. By using reclaimed water, we can reduce
the amount of drinking water use for non -drinking purposes such as irrigation, cooling of
buildings, and other commercial uses.
C. Benefits of Using Reclaimed Water
1. Reduces demand for highly treated drinking water.
2. Reduces nutrient loading to the waters of the state.
3. Reduces costs for customers
4. Extends the life of treatment facilities
D. Things you should know about using reclaimed water
Irrigating with reclaimed water is not much different from watering with well or tap
water. However, reclaimed water is regulated by state rules that restrict its use for certain
purposes. The following restrictions apply:
1. NO consumption of reclaimed water (human or animal)
2. NO inter -connection with another water source
3. NO watering of fruit trees or vegetable gardens
4. NO use for body -contact recreation
5. NO filling of swimming pools or hot tubs
6. NO watering within 25 feet of wetlands
7. NO runoff into streets and gutters
All reclaimed water piping, valves, irrigation heads, spigots, etc. are coded with Purple
Pantone no. 522 to distinguish them from potable water.
E. Follow the rules
Where reclaimed water is used, all of the "restricted uses" listed above are violations of
permits and are subject to fines and/or interruption or loss of service.
F. Reclaimed water is a resource... use it wisely
Watering with reclaimed water is a smart alternative to using drinking water. Proper and
efficient use by all consumers will help ensure the safe and continued availability of this
resource.
G. Water Schedule
How much water is enough? Efficient water wets only through the turf grass root zone,
does not saturate the soil and does not run off. The utility company waters according to
the schedule recommended by its soil scientist. If it rains, watering is reduced according
to rainfall amount.
H. Check the vital signs
Your lawn will show many signs when it has too much or too little water. When out in
the yard, check for the indications of improper watering. Look for:
• Soggy areas
• Standing water
• Yellowing of leaf areas
If these conditions exist for an extended period of time contact the utility company.
I. Mulching and landscaping
The use of mulch, rock and ground cover can significantly add beauty and character to
the landscape. Careful selection and proper application of these materials can:

J. Frequently Asked Questions
Q. How much will the reclaimed water affect people if it gets on their skin, in their eyes,
or if they accidentally swallow some of it?
A. There will be no harmful effects.
Q. Can people drink the reclaimed water instead of potable water?
A. No. Reclaimed water does not meet drinking water standards. While there's nothing
to suggest that reclaimed water should hurt people, state regulations do not allow the
consumption of reclaimed water.
Q. Can people "hose off' with the reclaimed water? Can our children play in reclaimed
water?
A. No. Because reclaimed water does not meet drinking water standards, it should be
used only for approved purposes.
Q. How will the reclaimed water affect people if it gets on their clothes?
A. There will be no effect. You should simply wash your clothes as you normally
would.
Q. When is it safe for people to go where reclaimed water has been?
A. If is safe to walk on grass during irrigation with reclaimed water.

I have reviewed the updated site plan dated 10-26-01 for the proposed wastewater treatment
and disposal system expansion to 350,000 GPD capacity and conversion to a reuse quality
facility at Kinnakeet Shores.
The updated plan involves the rearrangement of the irrigation/infiltration pond and the 5-day
noncompliant pond so that the lined 5-day pond now serves as a buffer between the irrigation
pond and the north and east property lines. The plan also provides for a pumped
groundwater control system, with the peripheral ditch water level to be controlled by a pump
system located near the southwest comer of the site, and pumping to a high ground location
away from the treatment site.
Based on my review of this plan, it is my opinion that the project is now an improvement
over the arrangement that my Site Evaluation for Water Reuse of Reclaimed Water report
dated December 7, 2000 on because of the proposed denitrification of the reclaimed water
that you propose. The report still applies and adequately addresses the project. Furthermore,
the denitrified reclaimed water is expected to comply with the requirements of 15A NCAC
2L.

Robert as a follow up to our discussion on Kinnakeet Shores I wanted to outline in writing our plans to
proceed to completion and start-up of this system.
At this time construction of the treatment plant is 98% complete, US Filter needs to come out and do the
final inspection and start up of the plant, generator and transfer switch will be on site and installed next
week, the plant will be started up by the end of the first week in March.
The five day pond is complete and the liner has been tested.
The irrigation/infiltration pond has been dug within 1 00'feet of the existing rotary distributors and since
our discussion on this matter the contractor has been allowed to further encroach the rotary distributors
and will eventually remove them. Today the pipes will be installed to temporarily divert flow from the old
plant to the five day pond, this water will be stored and pumped back through the new plant once the
new plant is on line and producing compliant effluent that can be sent to the completed irrigation pond.
Some of the pipe for the irrigation system has been installed, the pump, controls and sprinkler heads will
be installed over the next three to four weeks. There has been some discussion that not all of the
irrigation will be installed for the initial start-up. I have a meeting next Tuesday with Mr. Hollowell (owner)
Mr. Bissell (engineer) to clarify their plans concerning irrigation and will request that they disclose there
plans to you prior to start-up. The new permit calls out 700,000 square feet of irrigation and as I
understand it they are proposing to install less than half of that for start-up. I'll let you know what is
discussed.
Also we discussed a building over the entire plant, construction of this building is moving forward I would
hope that Mr. Hollowell has disclosed this to someone with your agency however if he hasn't now
you know. Bill
