The Washington Region 1 Office has reviewed the Addendum information submitted for the
permit modification which was somitted to the Regional Office on March 27, 2002. After review of the
submitted additioinal information the following comments are for your consideration.
1. The applicant has chosen the lined 5-day upset pond over using the existing rotor distributors. The
pond is specified as having a liner which meets the requirement of 1 x 10 -6 cm/s hydraulic conductivity.
2. The infiltration pond, which is also as the irrigation pond, is described as 199,027 GPD/ 133,575 sf
yielding a disposal rate of 1.490 GPD/sf and therefore is not classified as high rate disposal.
3. The site has a "planned pumped groundwater control system" to include a groundwater intercept ditch
around portions of the west and north boundary of the infiltration pond. The ditch location is located on
the updated blue line map and will likely alleviate mounding and move the waste water to the sound
similar to the Ocean Sands facility in Currituck County.
4. The compliance and review boundaries are established at the property line for the site.
5. No groundwater monitoring is requested for this reuse quality wastewater treatment and disposal site.
6. The Groundwater Section agrees with this proposed plant upgrade to a reuse quality wastewater
treatment and disposal facility.
