Non Discharge Permit Modification Kinnakeet Shores Subdivision - Water Reuse of Reclaimed Water Dare County North Carolina WQ0020084 GW02027 The Washington Regional Office has reviewed the application for permit modification which was submitted to the Regional Office on February 20, 2002. After review of the submitted information and the file, the following comments are for your consideration. 1. The subject site is located in Dare County, Avon Township on the outer banks. Figure 1 presents a General location trap of the area and Figure 2 presents a USGS Topographic trap of the site. 2 Kinnakeet Shores (RKS) current permit allows for the operation of a 50,000 GPD extended aeration W WTP with a rotary distribution disposal system consisting of two (2) 80 R rotars. The permit also allows for the construction and operation of a new 220,000 GPD extended aeration WWTP to include four (4) 100 ft. rotars. . 3. Groundwater requirements for the existing permit indicate that monitoring wells MW-1,2,3 and 4 shall be sampled every February, .Tune and September for the following parammeters: Water Levels pH Fecal Coliforms NO3 Chloride TDS TOC Ammonia Nitrogen VOCs in November Only. 4. In approximately summer of 2000, the USACE used the subject site to deposit dredge spoils from the sound. During that process a portion of the site ncar the rotars was hurried in sand along with a few of the monitoring wells. New monitoring wells (MW5, 6, 7, 8 & 9) were installed to replace the damaged or destroyed wells at the site. Groundwater comments from the regional and,Central Office indicated that the perntittee was to begin sampling the new wells. Figure 3 is a map submitted by the consultant indicating well locations and a new complance and review boundary which corresponds to the existing rotors. Previous maps showed monitor well locations and compliance and review boundaries positioned anticipating 4 rotars, of which only 2 were ever constructed. 5. A review of compliance monitoring data indicates gaps in submittals and data entry. For the historical data available online (1988-1998) graphs were constructed to evaluate trends in monitored parameters. The pemuttee responded to a request in 2000 for missing GW59 data for 1998 and 1999. Monitoring data was received for all of 1998. None of the 1999 data could be located and was likely due to the dredging operation and a change in ownership and management of the W WTP. Graphs indicate water levels are mounding at the site, particularly for monitor wells MW2, 3, and 4. TSS is elevated for MW 1 and MW4. TDS for wells MW 1 and MW2 at or new regulatory levels. For MW3 and MW4 TDS is at or above regulatory levels. See attachment I for data and gmphs. The VJWTP, as of a year ago is under new management (EnviroTech) and significant improvments have already been made in the operation and maintanence of the facility- 6- The applicant has proposed to increase the volume of wastewater to 350,000 GPD and take on new waste sources from strip malls. The make-up of the waste is reported to be 90% domestic and 10% Commercial (waste characterization and types of businesses needed). The facility is described as having duahzed extended aeration tertiary wastewater treatment - r cla:morl water for residential irrigation. Chlorination will be replaced by dual ultra -violet disinfection and a turbidimeter which activates valves to divert effluent form irrigation pond to a non -compliant pond in the event there is a reduction in effluent quality. Reuse quality effluent is defined in 2H .0219(k)(1)(A)(iii) as the following: A monthly 7- A determination is needed as to if this site will be held to "industrial 1 commercial" in the strictest since. If held to industrial commercial, the vertical seperation requirement of 3' will likely not be possible across much of the site. 8. The applicant has discussed various disposal methods for the tertiary treated "reuse quality" water. Treated waste which is compliant with the definition of "reuse" will be placed in a storage pond (the southern most pond in the proposed group of 3 new ponds - Figure 4) for later irrigation on the common areas of the community. For non -compliant wastewater, either a "5-day upset pond" (the northernmost pond on the air photo - Figure 4) will be constructed or the two existing rotors will be used to dispose of Nd upset water. Figure 5 is of the immediate W WTP area. The applicant needs to commit to one or the other and present the application package as such. Z ardor to disrha= o fhe izz igadon on " use of the two existing rotors or an unlined upset pond would be considered after modeling and an adequate proposed groundwater monitoring program. Finally an infiltration pond is also planned as presented in Figure 4 and located between the "5-day pond" and the next pond to the south. The infiltration pond is proposed to operate at 1.49 GPD/SF which is below the 1.5 GPD/SF "High Rate" classification. 9. Regulations PH .0205 (d)(1)(5)(E)] require that a hydrogeologic study and soils description be done for systems with design flows over 25,000 gpd. 211.0219 (d)(1)(5)(F) requires a determfim ion of transmissivity and specific yield of the unconfied aquifer based on withdrawal or recharge test Although a hydrogeologic report (completed in 1986 as a part of the original permitting effort) was submitted with this current permit application, this office believes that in light of the alterations at the site to include three (3) proposed ponds (5-day, infiltraton and storage), in addition to a ditch around the infiltration pond which is planned to alleviate mounding (Figure - 4) it would be wise to remodel that specific area around the new ponds. A map is needed which indicates clearly the propertly lines, compliance and review boundary, applicable buffers, ownership of outparcels, existing and proposed monitoring wells, current and planned ditches and ponds etc... The Central Office has already requested a complete man on February 20, 2002 and as of this date, has not been received. 11.. Spray patterns indicate spray on roads and sidewalks as well as the berms of the proposed ponds. 12. After nearly 20 years since the original permit application, reevaluate the area for possible wells (drinking water, process water, monitoring etc..) in the area and to satisfy 2H .0205 (d)(1)(5)(E). This should be presented on a map. 13. A mounding and hydro review by the Central Office. 14. A fifty foot (50� buffer was not maintained from the 5-day pond and the property line (211.0219 (k)(l)(A)(vi).
