Kinnakeet Wastewater Treatment
Plant Modification and Reuse
Irrigation System

Dear Mr. Hollowell:
The Non -Discharge Permitting Unit has completed a preliminary engineering review of your
permit application for the modification of the existing wastewater treatment facility, as well as the
installation of a water reuse system. However, additional information is required before we may
continue our review. Please note that a review by both the Water Quality Section of the Division of
Water Quality's (Division) Raleigh Regional Office and the Groundwater Section is still pending and
additional requests for information may be necessary. Please address the following items no later than
March 16, 2002.
General:
1. Please provide two (2) sets ff so pecifications that have been signed, sealed and dated by the
Professional Engineer. -
2. Per Regulation 15A NCAC 2H .0219 (k) (1) (C) (i) (II), the public shall be provided with an
Education Package informing them of reuse water. Please submit.
3. Please clarify whether or not the subdivision receives potable water from a public supply or from
deep -water wells. If wells are located in the subdivision, please specify their location(s) on the
plans.
4. Please provide a copy of the Home Owners Agreement (HOA) that is provided to each resident.
Please note that there should be some language in the HOA stating that reuse water will be
irrigated in their yards, and that they have agreed to do so. Do homeowners have the option of
not having reuse water sprayed in their yards?
5. Please note that since the average daily flow of the proposed system will be larger than 200,000
gpd, your facility falls under the System -Wide Collection System Permitting Program
(Regulation 15A NCAC 2H .0227), and will be contacted by the Division of Water Quality in the
future concerning that permitting process.

Plans:
1. Please indicate the restrictive fencing around the wastewater treatment facility, 5-day upset pond
and infiltration pond.
2. What is the intent of the proposed lake expansion due south of the proposed infiltration pond?
3. Please provide details of the cleanouts and air release valves to be used in the proposed reuse
irrigation system.
4. Please amend the plans to include details of the proposed reuse irrigation sprinkler heads.
Specifications:
I. The specifications (Section 11400) state that a comminuter is to be installed at the plant,
however, no mention of one is made in the application or plans. Please make the appropriate
revisions and submit materials accordingly.
2. Section 11400 states that the inner tank of the concentric circular treatment system is to be a
digester, while the plans state it is a clarifier. Make the necessary revisions and submit.
3. Section 11900.1 concerning pump stations makes no reference as to the type of alarms to be
installed. Please note that both audio and visual alarms shall be installed. Please modify.
Wastewater Treatment Facility:
1. Please provide a hydraulic grade line.for the entire wastewater treatment system. In addition, the
Division has had difficulty discerning the water path throughout the treatment facility. Please
clarify the plans to show clearly how the wastewater moves among the treatment units.
2. Based upon the submitted plans and specifications, the proposed treatment system does not
adhere to Regulation 15A NCAC 2H .0219 (k) (1) (A) (ii), which requires that all essential
treatment units be provided in duplicate. In the specifications it is noted that one of the clarifiers
is intended as a "polishing" clarifier most of the time. In order for the system to be considered
for reuse irrigation, all treatment works shall be in parallel, not in series.
The dual path should each have approximately 50% of the flow. Please clearly demonstrate how
the proposed treatment system will be utilized in parallel and not in series.
3. During initial start-up and low flow events, the application states that Aeration Basin III will be
used in conjunction with the second clarifier. How are these two systems connected? How is
influent channeled to Aeration Basin III?
4. The Division is also confused as to several comments made throughout the application. In the
Hydro Report, it is said that the 5-day side -stream water will be disposed of using the rotary
distributors. However, the plans and specs state that the rotary distributors will be removed once
the 5 day upset pond is constructed. Therefore, what does the applicant intend to do with the
water contained in the 5-day upset pond? Please note that per Regulation 15A NCAC 2H .0219
(k) (1) (A) (v), the water stored in the 5-day side -stream detention pond should be returned to the
head of the treatment works and retreated until suitable for disposal in the irrigation pond.

Wasiewater Treatment Facility (continued):
5. Per Regulation 15A NCAC 2H .0219 (k) (1) (A) (vi), the 5-day upset pond shall either have a
natural liner at least one (1) foot thick with a hydraulic conductivity no greater than 1 x 10 4
cm/s, or a synthetic liner with a hydraulic conductivity no greater than that of the natural liner.
No mention is made in the application, plans and specs of a liner for the, 5-day upset pond.
Please amend all required materials to include this information. Submit as necessary.
Please provide calculations verifying that the sludge holding basin has at least thirty (30) days of
storage.
7. Please clarify whether or not the proposed travelling bridge filter can be operated in dual path.
8. Please provide manufacturer information and specifications for the proposed pumps to be used in
the travelling bridge filter backwash system.
Reuse Irritation System:
1. Please note that the current sprinkler system array would be in direct violation of the requested
permit for the following two reasons:

considered to be.a direct application to surface waterswou e a violation of the
desired permit.
Please modify the existing spray pattern such that no roadway, sidewalk or surface water is
impacted upon by reuse water. Modify all plans accordingly, adhering to all buffers and submit.
2. Please clarify the type of waters that are found throughout the Kinnakeet Subdivision. Are these
waters for stormwater drainage or are they SA classified surface waters (as indicated on the
Watershed Classification Agreement)? Please note per Regulation 15A NCAC 2H .0219 (k) (1)
(C) (iv), SA classified waters shall have a buffer of 100 feet from reuse wetted areas and all other
surface waters shall have a buffer of 25 feet from reuse wetted areas.
3. The Soil Scientist Report states that the Kinnakeet Subdivision consists of three (3) soil series:
Corolla, Newhan and Duckston (Figure 2). The Soil Scientist recommends that the Corolla and
Newhan series soils have 0.4 inches of reuse water applied per dose, and that the Duckston soils
have 0.3 inches/dose. Therefore, is the reuse irrigation system zoned such that each soil series
will receive the appropriate dosage? If not, how will overdosing be avoided?
4. There appears to be a contradiction throughout the application concerning the reuse water
loading rate. The application states that there shall be 8 to 9, 0.4 inch doses per week, resulting
in approximately 3.2 to.3.6 inches of reuse water applied per week. However, the soil scientist
recommends (page 5-2) that a weekly loading rate of 3.1 inches/week shall not be exceeded.
Please explain, and modify and submit materials accordingly.
5. What will be done with the dredge spoil that is immediately east of the rotary distributors?

Reuse Irrigation System (continued):
6. Page 6-2 of the Soil Scientist Report states that a loading greater than 1.9 inches/week will result
in the addition of nitrates to the water table. Currently, the proposed loading rate is greater than
3 inches/week. What precautions are to be made by the applicant to protect the groundwater
from nitrate contamination? Has the applicant considered applying at a rate less than 1.9
mches/week?
7. Please provide a table containing the approximate linear footage of each diameter pipe that is to
be installed in the Kinnakeet Shores Subdivision reuse project.
8. Please provide all pump calculations for the irrigation pond pump station. The Division feels
that the submitted pump selection may be incorrect because it appears as if pipe friction losses
for the irrigation system were not incorporated into the Total Dynamic Head.
9. Please clarify why Sheet RRD1 contains two different details of the reuse irrigation pump
station. Modify and submit accordingly.
10. Please provide the number of spray nozzles, their model and their spray diameter for the intended
reuse project.
11. Please submit all calculations indicating how the wetted spray area was determined.
12. Please provide all manufacturer, product information and specifications for the irrigation pumps.
13. Please submit an Operation and Maintenance plan for the reuse irrigation system This plan shall
encompass, at a minimum, how the spray irrigation system will operate, a listing of all equipment
associated with the irrigation system, as well as how to main that equipment.
14. Per Regulation 15A NCAC 2H .0219 (k) (1) (D), all associated reclaimed water piping, valves,
appurtenances, etc. shall be properly color — coded and labeled. Please refer to the above listed
Regulation and ensure that its requirements are addressed. Please also ensure that this
information is provided in the Public Education Package and in the Operation and Maintenance
plan. Please submit all necessary materials.
