The plant had backed up thru all chambers. The pumps would only work if the contactors were physically held in place. Off float had failed which was only 4 months old. Hand operated plant and lift stations till 2:30 p.m. to get back to normal operations. Replaced float. The plant suffered from three major problems: something entering system killed the bacteria 3 different times, all relating to wax stripping operations at the Plaza; excessive soap and excessive grease that stayed liquefied until chlorine reacted with it. There were no floating solids, Just discoloration visible. Sincerely,
