Area of Potential Effects (A.P.E.) is approximately 91 meters (300 ft.) from each end of the bridge and 23 meters (75 ft.) from the centerline on each side of the road. No design plans provided. This is a"design- build" project, and the bridge will be replaced in-place with an off-site detour. State-funded; federal permits required; temporary and permanent easements required. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined.• � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. � Subsurface investigations did not reveal the presence of any archaeological resources. ❑ Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. The initial review of the archaeological potential of the project included an examination of a topographic map, an aerial photograph, the Wilkes County soil survey, and the listings of previously recarded archaeological sites, previous archaeological surveys, and previous environmental reviews in the vicinity at the Office of State Archaeology (OSA) in Raleigh. A reconnaissance of the project area was conducted on 10/16/2013. The topographic map (Traphill, N.C.) shows the bridge is located in a wide creek valley (Figure 2). The bridge is oriented at 160° which is considered "grid" north/south in this description. The landform on the north side of the bridge is a wide floodplain. An inhabited structure is depicted (in 1968) near the A.P.E. in the northwest quadrant. The landform on the south side of the bridge is a slightly narrower floodplain. A seasonal drainage runs along the west side of the road in the southwest quadrant. Two large (uninhabited) buildings (chicken houses?) and one inhabited structure are located within or adjacent to the A.P.E. in the southwest quadrant. One inhabited structure is located near the A.P.E. in the southeast quadrant. Floodplains (if well- drained) have a moderate to high potential for prehistoric archaeological sites. The soil survey describes the soil as Wehadkee loam (0-2% slopes), frequently flooded, in the streambed. The soils on the north side of the bridge are State fine sandy loam (1-6% slopes), rarely flooded, and Masada sandy clay loam (2-8% slopes), eroded. These are well-drained soil types found on stream terraces. The soil on the south side of the bridge is Rion-Wedowee complex (5-15% slopes), a well-drained soil found on sloping ridge tops. The aerial photograph shows the A.P.E. is cleared (pasture?) land in the northwest quadrant other than a line of trees along the west side of the road (Figure 3). The northeast quadrant appears to be a wooded area between the road and the creek. The southeast quadrant is cleared (pasture?). There are two driveways in this quadrant, and some or all of the quadrant may be residential yard. The southwest quadrant is wooded near the stream, and then is cleared (pasture?). There are two long buildings (chicken houses?) located in the quadrant. There are no previously recorded archaeological sites near the A.P.E., the A.P.E. has not been previously surveyed for archaeological sites, and the A.P.E. has not been included in any environmental reviews. The visual reconnaissance was conducted by NCDOT archaeologists Matt Wilkerson and Caleb Smith on 10/16/2013. The bridge is oriented at 160° (north-south) (Figure 4). The reconnaissance verified that the landform in the northwest quadrant is a flat, well-drained floodplain (fallow field). There appeared to be testable areas within 10 meters (33 ft.) of the pavement edge that had a moderate to high potential for archaeological sites (Figure 5). The northeast quadrant is a narrow strip of land between the road and the creek from the bridge north for approximately 50 meters (164 ft.) (Figure 6). This area appears to be poorly-drained, but the ground gradually rises to the north. There did not appear to be any testable areas within 30 meters (100 ft.) of the road edge. The A.P.E. in this quadrant appeared to have a low to moderate potential for archaeological sites. The southeast quadrant appeared to be level ground from the bridge south far approximately 90 meters (295 ft.). The land within the A.P.E. is disturbed by residential landscaping and two driveways (Figure 7). The A.P.E. between 60 and 90 meters (197 and 295 ft.) south of the bridge appears to have been scraped out. This quadrant appeared to have a low potential for archaeological sites. The southwest quadrant is a narrow strip of land between the road and a seasonal stream from the bridge south far approximately 70 meters (230 ft.) (Figure 8). From there south the A.P.E. is occupied by a small pasture/ field and an abandoned chicken house. The area in front of the chicken house is an old driveway or access road. The ground rises from there south to a ridge top. This quadrant appeared to have a low potential for archaeological sites. The archaeological survey of the northwest quadrant was conducted on 11/6/2013 by NCDOT archaeologists Caleb Smith and Dr. Gary Glover. This quadrant is currently used as a grass field. The aerial photograph in Figure 3 shows the locations of the shovel tests excavated in the quadrant. Shovel Test (ST) 1 was placed approximately 15 meters (50 ft.) north of the bridge and 20 meters (66 ft.) west of the road (Figure 9). The soil consisted of approximately 35 centimeters (14 in.) of silty loam over 25 centimeters (10 in.) of fine sand. ST 2 was not excavated. The A.P.E. 30 meters (100 ft.) north of ST 1 consisted of (from west to east) a ditch along the west side of SR 1737, an old roadbed or farm road, and a drainage (maybe a spring head?). ST 3 was placed approximately 60 meters (197 ft.) north of ST 1 and 15 meters (50 ft.) west of the road. A berm and a drainage ditch were between the ST and the road. A driveway was located approximately 15 meters (50 ft.) north of ST 3(Figure 10). The land slopes steeply up to a ridge approximately 45 meters (148 ft.) to the north. The soil consisted of approximately 23 centimeters (9 in.) of mottled gray clay (fill?) and 17 centimeters (7 in.) of compact silty loam over clay subsoil. There are two old structures located to the west of the A.P.E. in the northwest quadrant. Both were densely overgrown with vines and small bushes and were hard to investigate. The one closest to the A.P.E. (the east structure) appears to be an abandoned home (Figure 11). It had a stone chimney. The one farther away (the west structure) appears to have been a farm building (Figure 12). It has not chimney, and looks like it may have been a commercial building or a store. The 1968 topographic map shows one inhabited structure in this area. In conclusion, the archaeological review of the proposed replacement of Bridge 143 found that the landform in the northwest quadrant had some archaeological potential. The shovel tests excavated in that quadrant did not identify any archaeological sites. SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW Description ofreview activities, results, and conclusions: HPOWeb reviewed on 2 October 2013 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). Wilkes County current GIS mapping, aerial photography, and tax information indicated an APE of woodland and cultivated fields with several unexceptional domestic and agricultural resources dating to the mid and later twentieth century. Constructed in 1967, Bridge No. 143 is neither included in the NCDOT Historic Bridge Survey, nor representative of any distinctive engineering or aesthetic type. Google Maps °Street View" confirmed the absence of critical structures and landscape resources in the APE (viewed 30 September 2013). No architectural survey is required for the project as currently defined. Whv the avail�ble informntion provides a reliable basis for reasonablv predictin� that there are no unidentifed siQnificant historic architectur�l or landscape resources in the proiect area: APE extends 300 feet from either end of the existing bridge (NW-SE) and 100 feet to either side of the SR 1737 (Longbottom Road) centerline (NE-SW) to encompass proposed construction activities. While no comprehensive historic architectural survey of Wilkes County exists, county GIS/tax materials and other visuals clearly illustrate the absence of significant architectural resources.
