Per our conversation yesterday morning, we have had three incidents that we and our consultants feel are
from toxins entering the plant, killing the activated sludge. Overnight, the activated sludge went from cocoa
brown to black with a septic odor.
In each of these cases the problem has been accompanied by extremely large amounts of heavy foam
forming in the aeration chamber and being carried throughout each section. In May, after heavy wasting to
the digester for several days, cleaning out the filter backwash, chlorine, and dosing chambers, the plant
regenerated itself.
In mid -June, the same problem occured. We wasted three days and had 4,000 gallons of activated sludge
hauled in on June 19, 2001. Our samples were pulled on June 20, 2001 and the activated sludge seemed to
help the plant for two days. This sludge then died off. We did not receive our lab report for June 20th until
July 3, 2001 and it was too late for additional sampling.
July 4th. was the first set of samples taken for this month, we received them on July 26th. The second
sampling was pulled on July 17th and results received July 30th. On July 16th the plant was fine and
recovering, the morning of July 17th the plant was black and septic with high foam. At this point, there was
insufficient sludge to waste, so we pumped out the upper chambers and hauled in 2,000 gallons of activated
sludge. The plant slowly has been recovering. We hauled in 4,000 gallons on July 25, 2001 to help
strengthen the plant.
We had requested and been assured by "Law and Company" that alerts were set up for any monitoring
violations in their computers. The parameters were not re -installed after the tornado and fire hit the New
Bern lab. They have assured us they would be re-entered, and notification be sent to allow time for re -
sampling.

We sought help or advice from two sources during this time. Dave Pharr, a wastewater IV operator and a
representative of "Purestream, Co.", the original manufacturer of the plant. Both parties concurred with our
assessment that something was being introduced to the collection system that poisoned the bugs. In fact,
Phil Hail from Purestream arrived on July 17th, the morning of the last occurance. Mr. Hail reviewed our
daily procedures and made three suggestions; 1) Cut back on our air to the filter backwash to 30 seconds;
2) Slow down our return from the clarifiers to the aeration chambers; 3) Use an enzyme called Bio-
Energizer to help strengthen the plant. We have done all three.
At the present time the plant is improving. We have been investigating the possible source(s) of the
contamination. After meeting with the real estate companies our concerns are minimal about their cleaning
products and their handling of pools and hottubs. We believe we are simply receiving normal household
waste and no contamination from poolltub drainage.
The Hatteras Island Plaza is the area that concerns us. The investigation has brought to our attention four
areas where toxic chemicals are being used; (1) Pesticide (Germicide); (2) wax stripping; (3) spraying for
ants inside and outside shops; (4) the "More is better" syndrome use of bleach, ammonia, and degreasers
which fosters excessive use. All of these were being used within the timeframe of the recent Plants
problems
During this investigation, the proper maintenance of grease interceptors, in -floor greases traps and outside
traps leave a lot to be desired. We have written a letter to the plaza management (attached) on our findings,
and have begun to form a program of discharge requirements for these businesses with the help of DENR
personnel.
